Present:  Supervisors Skip Barton, Dale Simonson, Jim Collis, Ray Feldman, Emergency Management Director Fred Cobbs, Clerk/Treasurer Susan Ganther
Absent: Chairman Gregg Haunroth, Zoning Administrator Dick Martin

Call to Order
The meeting was called to order at the Town Hall at 5:37 p.m.

Minutes
A motion was made by Ray Feldman, seconded by Skip Barton, to approve the minutes from the October meetings.  Motion carried 4-0.

Vouchers and Treasurer’s Report
A motion was made to accept the Treasurer’s report and approve checks totaling $36,395.34 and EFTs totaling $4,667.99.  Motion carried 4-0.

Municipal Court Judge
A motion was made by Ray Feldman, seconded by Skip Barton, to ratify the appointment of Tom Reigard as Municipal Court Judge.  Motion carried 4-0.

Appointment
A motion was made by Ray Feldman, seconded by Dale Simonson to confirm the appointment of Shannon Vogele as Chairman of the Planning Commission.  Motion carried 4-0.

Public Hearing
A date of December 20, 2016 at 5:30 p.m. was set for a public hearing regarding updates to the Comprehensive Plan.  The public hearing will be followed by the regular monthly board meeting.

Fire Contract
Tabled

Public Safety
In October there was 1 fire call, 36 police calls, and 10 ambulance calls

Roads
Jim Collis reported that representatives from Lambert Forest Products said they while cutting trees they found a lot of car parts and license plates around the corners on 37th.  This should support the idea that the removal of the corners will be a benefit to drivers.

Parks/Hall
Skip Barton will look in to replacing the outside lights on the town hall.  They could possibly be replaced with LED lights.

Board Reports
Dale Simonson reported that Buckhorn Acres is still working towards having paved roads installed and turned over to the Town.

Skip Barton requested that any applicants coming before the Board of Appeals be present to have their case heard.  If they are not present at the meeting should be delayed until a time when the applicant can attend. 

Public Comment
Brad Pavloski wanted to clarify that he will not be paying for the town engineer to work on the straitening of 37th but Pavloski Development will be doing the base work on the road.

Closed Session
A motion was made by Jim Collis, seconded by Ray Feldman, to go into closed session.  A roll call vote was taken:  Ray – Y, Jim – Y, Dale – Y, Skip – Y.  Motion carried 4-0.

Reconvene into Open Session
A motion was made by Ray Feldman, seconded by Jim Collis, to reconvene into open session.  A roll call vote was taken:  Ray – Y, Jim – Y, Skip – Y, Dale – Y.  Motion carried 4-0.

Employee Compensation
A motion was made by Ray Feldman, seconded by Skip Barton to approve for Susan Ganther, Dick Martin (Public Works), Randy Mullenburg, and Linda Salzwedel a 3% per hour raise in 2017 and Fred Cobbs, Christopher Leopold, and Dick Martin (Zoning Administrator) a 3% per day raise in 2017.  A roll call vote was taken: Ray – Y, Jim – Y, Skip – Y, Dale – Y.  Motion carried 4-0.

Adjourn
A motion was made by Ray Feldman, seconded by Dale Simonson to adjourn at 6:02 p.m.  Motion carried 4-0.
