Present: Chairman Dale Simonson, Members Roger Bean, Keith Korbein, Shannon Vogele, Zoning Administrator Dick Martin, Administrative Assistant Linda Salzwedel
Absent: Members Paul Szymaszek and George Vukich,

The meeting was called to order at the town hall in the Town of Germantown at 5:30 p.m.

Pledge of Allegiance
The pledge of allegiance was recited by all.

Oakdale Electric Solar Farm presentation
Dale introduced Andrew Dahlen with SoCore, who asked Brad Pavolski to start. Brad says if this plan goes through the goal is to get solar energy into the neighborhoods of the Town of Germantown. Andrew Dahlen described the solar field as taking up 14-15 acres at the edge of Germantown property, 301 feet from the homes in Whistling Wings subdivision. There will not be any reflective glass used in any way, so as not to cause glare. SoCore would build, own and operate it, then sell the energy. Brad Pavloski added that there will be little or no sound output. Member Roger Bean asked if there are any federal or state regulations requiring this to be done – Andrew replied no. It was discussed what ordinance this might fit into and about the zoning. It was decided that a conditional use permit would be more appropriate, with re-zoning to commercial. Zoning Administrator Dick Martin says that for a conditional use permit we’ll need a public hearing. Member Roger Bean mentioned we will need a reasonable set back – and it was confirmed that there would be. Member Keith Korbein adds that for conditional use we’ll need a detailed plan. Andrew Dahlen says yes – that will be provided. Member Shannon Vogele asked if buffers are planned and if there will be a fence around it. Andrew said yes to buffers, and there will be a chain link fence around it and the only other piece of equipment will be a small transformer in the middle. Dick Martin asked what the time table was, to begin. Andrew replied late spring.

Zoning Administrator Dick Martin, Brad Pavloski and Andrew Dahlen will work together to get everything in motion.

October 15 and November 14, 2015 meeting minutes
A motion was made by Keith Korbein, seconded by Shannon Vogele to approve the minutes from the October 15 and November 14, 2015 planning commission meetings. Motion carried, 4-0.

Review of Ordinance 23 – Signs
The Sign Ordinance was gone through paragraph by paragraph. Administrative Assistant Linda Salzwedel will type up all the changes with cross-outs for what is to be removed, and bolded new text, so that it can be reviewed at the next meeting. It is appended to the end of these minutes and described below.

Changes to Sign Ordinance
A motion was made by Shannon Vogele, seconded by Roger Bean to replace “Sign Officer” with “Zoning Administrator”, throughout the whole Sign Ordinance. Motion carried, 4-0.
