Present: Chairman Shannon Vogele, Ken Jax, Keith Korbein, Paul Szymaszek, Dave Specht, Zoning Director Dick Martin, Administrative Assistant Linda Salzwedel

The meeting was called to order at the town hall in the Town of Germantown at 5:30 p.m.

Swearing in of Planning Commission members.
New Member Dave Specht, and Returning members Shannon Vogele (as Chairman) and Ken Jax were sworn in for 2-year terms. Returning members Keith Korbein and Paul Szymaszek were sworn in for 1-year terms. Dale Simonson will be the alternate member at a 1-year term.

Possible Approval of April 12, 2017 minutes
A motion was made by Keith Korbein, seconded by Ken Jax, to approve the minutes from the April 12, 2017 Planning Commission meeting. Motion carried, 5-0.

Rock Island Lake PUD revisions
Note: After the April meeting there was a question as to whether the Rock Island Lake PUD portion of the meeting was noticed properly, so the Rock Island Lake agenda items were added to the agenda again for the May Planning Commission meeting.

  • Review and possible re-approval of changing sideyard setbacks from 15’ to 10’
    A motion was made by Keith Korbein, seconded by Ken Jax, to approve as a minor change to the PUD.  Motion carried, 5-0.
  • Review and possible re-approval of grading revisions to include an underpass of 32nd Street and staging for a future connection to Campfire Lake PUD
    A motion was made by Ken Jax, seconded by Keith Korbein, to approve as a minor change to the PUD.  Motion carried, 5-0.
  • Discussion of the major change of the PUD to combine Rock Island Lake PUD, Campfire Lake PUD and additional adjoining lands to become Island Lake PUD
    A motion was made by Keith, seconded by Ken, to go forward with the process for this substantial change. Motion carried, 5-0

Discussion of updating check lists for different procedures
There was further discussion about the checklists for PUDs, Conditional Use Procedures, Site Plan Reviews, Variance Reviews, and Zoning Amendment Procedures. Linda will incorporate the changes discussed, and remove the verbiage from the beginning of each checklist and then insert the checklists only into the ordinance for all to review.

There was further discussion about creating two checklists for variances – one for minor changes and one for major changes. Shannon Vogele and Dick Martin will get together to make up a first draft.

The next meeting will be Wednesday, June 14 at 5:30 p.m.

A motion was made by Keith Korbein, seconded by Dave Specht, to adjourn at 6:23 p.m.  Motion carried, 5-0.
