Present: Chairman Gregg Haunroth, Supervisors Dale Simonson, Skip Barton, Jim Collis, Ray Feldman, Emergency Management Director Fred Cobbs, Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther, Administrative Assistant Linda Salzwedel, Town Deputy Todd Green
Absent:  None

Call to Order
The meeting was called to order at the town hall at 6:00 p.m.

Road Bids
The bids were opened.  It was decided that the bids would be reviewed after the meeting.   A motion was made by Jim Collis, seconded by Skip Barton, to accept the lowest bids submitted for road work throughout the Township.  Motion carried 5-0.

Minutes
A motion was made by Jim Collis, seconded by Skip Barton, to approve the minutes from the March meetings.  Motion carried 5-0.

Treasurer’s Report/Bank Reconciliation
A motion was made by Jim Collis, seconded by Skip Barton to accept the Treasurer’s Report and bank reconciliation.  Motion carried 5-0.

A motion was made by Jim Collis, seconded by Skip Barton, to approve vouchers 26354-26429 totaling $70,182.79 and EFTs totaling $5,918.77.  Motion carried 5-0.

Ordinance 14
A motion was made by Jim Collis, seconded by Dale Simonson, to rescind Ordinance 14, Swim Area and No Wake in Buckhorn State Park, due to the inability of the Town of Germantown to enforce it.  Motion carried 4-1 with Feldman abstaining.

Ordinance 16
A motion was made by Dale Simonson, seconded by Skip Barton, to rescind Ordinance 16 Assigning Names to some Town Roads.  Motion carried 5-0.

Ordinance 32
A motion was made by Jim Collis, seconded by Dale Simonson, to rescind Ordinance 32, Regulating Boating on Castle Rock Lake, due to the inability of the Town of Germantown to enforce it.   Motion carried 5-0.

Ordinance 33
A motion was made by Dale Simonson, seconded by Jim Collis, to rescind Ordinance 33 Slow No Wake Hours, due to the inability of the Town of Germantown to enforce it.  Motion carried 5-0.

Ordinance 41
A motion was made by Skip Barton, seconded by Jim Collis, to rescind Ordinance 41, Regulation Slow Wake Area, due to the inability of the Town of Germantown to enforce it.  Motion carried 5-0.

Ordinance 28
A motion was made by Skip Barton, seconded by Dale Simonson, to rescind Ordinance 28, Little Yellow River Traffic, due to the inability of the Town of Germantown to enforce it.  Motion carried 5-0.

Ordinance 47
A motion was made by Jim Collis, seconded by Dale Simonson, to make Section 7 (7.00) to read as follows:

7.00  Burning leaves, brush, clean wood and other vegetative debris.

Open burning of leaves, weeds, brush, stumps, clean wood other vegetative debris is prohibited within the Town of Germantown, unless Wisconsin DNR’s burning permit Form 9400-196 has been officially issued for said matter, or unless the ground is completely snow-covered.

and to have it reference restrictions that are stated the County and State regulations.  Motion carried 5-0.

Fee Schedule
A motion was made by Dale Simonson, seconded by Skip Barton, to approve the removal of fees in reference to rescinded Ordinance 41.  Motion carried 5-0.

Liquor License
A motion was made by Dale Simonson, seconded by Skip Barton to approve a Class B Beer and Class C License to Glenn Povkovich d/b/a Fresh and Frozen Seafood pending a background check by Deputy Green and an Operator’s License for Kellie Martin.  Motion carried 5-0.

Operator’s License
A motion was made by Gregg Haunroth, seconded by Dale Simonson, to approve an Operator’s License for Brett Middleton pending a background check by Deputy Green.  Motion carried 5-0.

Public Safety
200 File of Life’s were handed out to residents on election day.

Weather spotter training was held on April 11 at the town hall.  45 people from Juneau and Adams County attended.

New road maps are being ordered through the County at a cost of approximately $30 per map.  The maps will be generated through the County’s GIS mapping system.

A new Taser is being purchased for Deputy Green at an approximate cost of $1,200.

Roads
The roads held up well over the winter.

Dick Martin will prioritize future road projects and also look into the placing of road bans on town roads next year.

Parks/Hall
Gregg Haunroth met with Bolig’s about clearing tree stumps in the park and creating a path to the water to aid equipment for dredging around the piers.

Board Reports
Ray         Still waiting for information from the County on analysis of Highway 58 and the high volume of accidents especially at the corner at Germantown G & Hwy 58
The FAA will have regulations coming out soon regarding drones.

Skip        Ordinance 18 should be looked at and possibly updated regarding concealed carry of hand guns. 

Zoning
6 permits were issued.  4 were for new homes.
