Present: Chairman Gregg Haunroth, Supervisors Skip Barton, Dale Simonson, Jim Collis, Ray Feldman, Clerk/Treasurer Susan Ganther, Emergency Management Director Fred Cobbs, Zoning Administrator Dick Martin
Absent:  None

The meeting was called to order at the Town Hall at 6:00 p.m.

Minutes
A motion was made by Jim Collis, seconded by Dale Simonson, to approve the minutes from the November 10th and November 17th, meetings.  Motion carried 5-0.

Treasurer’s Report
A motion was made by Jim Collis, seconded by Dale Simonson, to accept the Treasurer’s Report.  Motion carried 5-0.

Vouchers
A motion was made by Jim Collis, seconded by Ray Feldman, to approve vouchers 26112-26168 totaling $46,968.72 and EFTs totaling $5,142.80.  Motion carried 5-0.

Budget
A motion was made by Dale Simonson, seconded by Jim Collis, to approve the 2016 budget.  A roll call vote was taken:  Skip – Y, Dale – Y, Gregg – Y, Jim – Y, Ray – Y.   Motion carried.

Necedah Fire Contract
A motion was made by Ray Feldman, seconded by Dale Simonson, to approve the 2016 contract with Necedah Fire and Rescue with the following changes:  remove from paragraph 1 “Location determined by availability of current building at current rate.” remove from paragraph 1(a) “The Service will maintain the station within the village if said current building is available at the current rate.”  Motion carried 5-0.

Appointment of Election Workers
Chairman Haunroth appointed the following as election workers for 2016-2017:  Chief Inspector Michaele Korbein,  poll workers:  Jean Arciszewski, Wendy Bruce, Christine Tafel, Joyce Pecoraro, Jan Brendle, Rosie Balsiger, Lynne Domask, Lonni Launderville, Sandy Kriese, Bev Hintz, Angel Strisell, Keith Korbein.

Resolution
A motion was made by Ray Feldman, seconded by Jim Collis, to approve Resolution 2015-8 reducing the number of required poll workers to 3 with the ability to increase that number at the discretion of the Town Clerk.  A roll call vote was taken:  Skip – Y, Dale – Y, Gregg – Y, Jim – Y, Ray – Y.  Motion carried.

Public Safety
There were 51 police calls, 15 ambulance calls and 1 fire call in the month of November

A list of duplicated road names has been complied to assist the County in their project to eliminate duplicate names for emergency service purposes.  It was recommended that the Postal Service be involved with this project.

Parks

Board reports
Gregg Haunroth and Fred Cobbs met with the New Lisbon Fire Chief.  They discussed ways to get our ISO fire rating down to help lower home owner’s insurance costs for residents.

Zoning
1 permit was issued in November for 1 new house.  Permits were issued for 36 new houses this year.

Public Comment
A resident brought up an issue he is having with drones being flown over his house.

Closed Session
A motion was made by Jim Collis, seconded by Ray Feldman to enter into closed session per SS 1985(1)(c).  A roll call vote was taken.  Ray – Y, Jim – Y, Gregg – Y, Dale – Y, Skip – Y.  Motion carried.

Reconvene to Open Session
A motion was made by Jim Collis, seconded by Ray Feldman, to reconvene into open session per SS 1985(2).  A roll call vote was taken.  Ray –Y , Jim – Y, Gregg – Y, Dale – Y, Skip – Y.  Motion carried.

A motion was made by Jim Collis, seconded by Skip Barton to give the Town’s 4 hourly employees a 3% raise.  Motion carried 5-0.

Adjourn
A motion was made by Dale Simonson, seconded by Jim Collis, to adjourn at 6:43 p.m.  Motion carried 5-0.
