Present: (all via Teams) Board Members Randy Dorshorst, Rod Abbrederis, Jim Keene, Jim Murphy, Brad Pavloski, Randy Dorshorst, Administrator Kathy Oliver, MSA Reps Jason Terry, Andy Zimmer, Jacob Novitch, Brian Wiedenfeld, Shelley Granberg & Vanessa Abou Harb, members of the public Tamaya Lowe and Keith Korbein.
Call to Order/Approve Agenda-
The meeting was called to order by Jim Keene via Microsoft Teams at 9:04 AM. With 5 board members present, we did have a quorum. A Motion was made by Jim Keene, with a second by Randy Dorshorst to approve the agenda. Motion carried with all in favor.
Discussion and Possible Action on Officer Election per Wis> Stat.ss60.73(1)(a) and Oaths of Office-
Jim Keene and Rod Abbrederis were re-elected to the office of Sanitary District Commissioner in the spring 2026 elections and were sworn in by Susan Ganther, Town of Germantown Administrator. A Motion was made by Randy Dorshorst, with a second by Brad Pavloski to keep Jim Murphy as President, Bard Pavloski as Vice President, and Jim Keene as Secretary. Motion passed with all in favor.
Approval of Minutes-
A Motion was made by Jim Keene, seconded by Randy Dorshorst, to approve the minutes from the March 12, 2026 regular meeting with no changes or corrections. Motion carried with all in favor.
Discussion and Possible Action on Member Special Requests –
There were no Member Special Requests
Discussion and Possible Action on Administrator’s Report –
-Financial Status Summary – Financial information was provided by Kathy Oliver, including bank account balances, accounts payable and accounts receivable. Jim Keene suggested we add the amount that we have collected for Sanitary District #2 to the report to have it on record for the next meeting.
-Connections Update – Our current members, Connected and Unconnected, total 1,402.
A Motion was made by Jim Keene, with a second by Randy Dorshorst to approve the Administrators Report. The motion carried with all in favor.
Discussion and Possible Action on WWTF Operations Update –
Jason Terry from MSA reported that the treatment system continues to operate as expected heading into the higher seasonal flow period. Lagoon levels were lowered over the winter and will be raised several inches prior to the Memorial Day holiday to help increase lagoon retention time and provide additional operational flexibility.
The chemical feed system is once again communicating properly with the SCADA control system after a software update caused an issue between the systems, which required logic programming adjustments within the system to restore communication.
Chemical feed pump setpoints have been adjusted to better pace with the seasonal increase in wastewater flow.
There was a fire at an Island Lake residence and an odor was later detected prompting staff to shout off the curb stop. Although there was no indication that wastewater was backflowing to the site.
Discussion and Possible Action on Sanitary Sewer Service Study –
Shelley Granberg from MSA gave a recap of the Technical Advisory Committee progress and presented a new plan draft. She asked for board feedback by email by 5/28/26. The committee meets next on June 16, 2026. After some discussion a motion was made by Randy Dorshorst, with a second by Jim Keene to give MSA permission to submit the plan to RPC if needed so that we can continue to move forward.
There was also some discussion on the possibility of combining District #1 and #2 as part of the plan. We will add this topic to our next board meeting for further discussion.
Public Comment –
Jim Keene commented that he feels we would benefit from going back to holding our board meetings in person when possible. Jim Murphy commented that it would work better for his schedule if in person meetings started at 9:30 vs 9:00AM. All members agreed and Kathy will explore options for a meeting place going forward, most likely being at the Town of Germantown Hall.
