Regular Meeting Minutes

December 12, 2023

 

 

Present:               Chairman Gregg Haunroth, Supervisors Tamaya Loewe, Keith Korbein, Ken Jax, Ray Feldman, Zoning Administrator Dick Martin, Emergency Management Director Christopher Leopold, Deputy Clerk/Treasurer Michaele Korbein

 

Absent:                 Clerk/Treasurer Susan Ganther

 

 

Call to Order

The meeting was called to order at 6:04 p.m. at the town hall.

 

Pledge of Allegiance

 

Verification of Posting

The agenda was posted at the three public places and on the town’s website.

 

Minutes

A motion was made by Tamaya Loewe, seconded by Keith Korbein, to approve the minutes from the November meeting.  Motion carried 5-0.

 

Bank Reconciliation

The reconciliation was read aloud and placed on file for audit.

 

Checks

A motion was made by Keith Korbein, seconded by Ken Jax, to approve checks and efts totaling $142,675.74.  Motion carried 5-0.

 

Discussion and Possible approval of trailer park ordinance

A motion was made by Tamaya Loewe, seconded by Keith Korbein, to approve the new trailer park, to be called the Manufactured and Mobile Home Community License -Ordinance #63, as discussed in the work session.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Poll workers

Ken Jax made a motion, seconded by Ray Feldman, to approve the list of poll workers as presented for the 2024-2025 election cycle. Motion carried 5-0.   Congratulations to Germantown for having so many people step forward to be a poll worker when other municipalities have trouble finding their workers.

 

Discussion and possible approval of Resolution 2023-10 Amending the 2023 Budget

Ken Jax made a motion, seconded by Keith Korbein, to amend the 2023 budget as per Resolution 2023-10.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

ARPA Money

Waiting on final numbers for the hall remodeling. 

 

Necedah Fire Contract

A motion was made by Ken Jax, seconded by Tamaya Loewe, to approve the Necedah Fire contract for 2024 in the amount of $61,587.90.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

2024 Budget

A motion was made by Tamaya Loewe, seconded by Keith Korbein, to approve the 2024 budget as presented.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Jointly Funding camera with Sheriff’s Department

Cost would be $1,450, which is half of the cost.  The equipment is on County G east of the BP on Hwy 58. It only records license plates and has already assisted the department. Ray Feldman made a motion, seconded by Keith Korbein, to approve funding the $1,450 for half the cost of the street camera for Sheriff’s department. Motion carried 5-0.

 

Operator’s License

Additional requested information from Logan Williamson was reviewed.  A motion was made by Ray Feldman, seconded by Ken Jax, to approve the Operator’s License for Logan Williamson.  Motion carried 5-0.

 

An application from Tiffany Hartfield was presented.  A motion was made by Keith Korbein, seconded by Tamaya Loewe, to approve the Operator’s License for Tiffany Hartfield.  Motion carried 5-0.

 

Public Safety

-As of January 1, 2024 an ambulance will be staffed at the Necedah station.

-Windsocks were put up in the two locations.

-Ambulance Blessing will be December 14, 2023 at 6pm at the MAAA building in Mauston.

-The radio will be removed from the old vehicle.

 

Zoning

There were 9 permits issued in November.  5 permits were for new houses. To date, there have been permits issued for 72 new homes this year.

 

Parks/Hall

The first and second deliveries of the playground equipment arrived, with one more to come.

 

Board Reports:

Tamaya Loewe – August 3 will be Waterfest 2024; fireworks will go on, but boat parade will be different.

Keith Korbein – Will be attending the ambulance blessing Thursday.

Gregg Haunroth -Noted the audit is not done yet.

Ken Jax – Nothing new.

Ray Feldman –  Nothing new.

 

Public Comment

Closed Session as per State Statutes 19.85 (1)( c) considering employment, promotion, compensation or performance evaluation data of any employee

Keith Korbein made a motion to go into closed session as per State Statutes 19.85 (1)( c) considering employment, promotion, compensation or performance evaluation data of any employee, seconded by Ray Feldman.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Reconvene in open session as per State Statute 19.85(2)

Keith Korbein made a motion to reconvene in open session as per State Statute 19.85(2) , seconded by Ray Feldman.  A roll call vote was taken:  Loewe – Y, Korbein – Y , Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Discussion and possible approval of 2024 payroll

Ken Jax made a motion, seconded by Tamaya Loewe, to approve a 3% pay raise for Susan Ganther, Dick Martin, Randy Mullenberg, and Chris Leopold effective January 1, 2024. Motion passed 5/0.

 

Ray Feldman made a motion, seconded by Ken Jax, to approve a 3% pay raise for Michaele Korbein effective January 1, 2024.  Motion passed 4/0 with Keith Korbein abstaining.

 

Adjournment

A motion was made by Keith Korbein, seconded by Tamaya Loewe, to adjourn at 6:55 p.m.  Motion carried 5-0.
