Present:               Chairman Gregg Haunroth, Supervisors Keith Korbein, Ken Jax, Jim Collis, Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther

 

Absent:                Supervisor Ray Feldman, Emergency Management Director Christopher Leopold, Deputy Clerk/Treasurer Michaele Korbein,

 

Call to Order

 

The meeting was called to order at the town hall at 6:00 p.m.

 

Minutes

 

A motion was made by Jim Collis, seconded by Keith Korbein to approve the January 10, 2023, minutes and the December, 2022, minutes as presented with the vote to approve the 2023 budget, and to include the amount of the sale of the truck ($51,100).  Motion carried 4-0.

 

Bank Reconciliation

 

The bank reconciliation was presented and placed on file for the audit.

 

Vouchers/Checks

 

A motion was made by Ken Jax, seconded by Keith Korbein to approve EFTs and checks 13502-13547 from the general fund in the amount of $401,820.34, checks 5021-5023 totaling $79,329.33 from the park account, check 2010 totaling $76.00 from the municipal court account, checks 5022-5025 from impact fees totaling $79,384.28, and checks 1528-1544 totaling $4,199147.30 from the tax account.  Motion carried 4-0.

 

Liquor License

 

A motion was made by Jim Collis, seconded by Keith Korbein, to approve a Class A Liquor License, cigarette license, and soda license, to Schaitel Investments for the The Landing.  Motion carried 5-0.

 

Recycling

 

It was noted that there was another increase to CRAM membership dues now having membership cost over $10,000.  The Town can start its own recycling program at a substantial cost savings.  Gregg Haunroth would also like to reapproach the Town of Necedah about joining with them.  It was also mentioned that we should result with Cutting Edge Lawn Care about services they offer. 

 

Starting Recycling Unit

 

A motion was made by Ken Jax, seconded by Jim Collis, to approve leaving CRAM and moving forward with a recycling unit or other options.  Motion carried 4-0.

 

Parking Lot Lights

 

A motion was made by Gregg Haunroth, seconded by Jim Collis, to install LED lights in the parking lot in the amount of $880 and to investigate moving the lights from the middle of the parking lot to the edge.  Motion carried 4-0.

 

Nuisance Ordinance

 

A motion was made by Keith Korbein, seconded by Ken Jax, to approve adding illegal dumping at the brush dump into the Nuisance Ordinance.  A roll call vote was taken:  Collis – Y, Korbein – Y, Haunroth – Y, Jax – Y.  Motion carried 4-0.

 

Edwards Tree Service

 

A motion was made by Ken Jax, seconded by Jim Collis, to approve the hiring of Edward Tree Service to remove and dispose of downed storm damaged trees in subdivisions.  Motion carried 4-0.

 

Emergency Management

 

No Report

 

Roads

 

Right of way damage has been caused by plows due to large snowfall before there was frost in the ground.  Widespread remediation would be very difficult.

 

Parks

 

Work has started on the bridges.  There was cost savings realized during installation.

 

Board Reports

 

Ken Jax   Attended the Wisconsin Towns Association Unit Meeting in Mauston.  The County Emergency Management Plan is being updated.  It is asked that if there is storm damage in the town that it be reported to the county within 72 hours so costs could be recovered through FEMA.

 

Gregg Haunroth                Deputy Morris has received a promotion.  The Sheriff’s Department will be assigning a new Deputy to the Town of Germantown.

 

The Town should consider hiring someone to do code enforcement and consider what that position would look like and how to fund it. 

 

Keith Korbein                     Also attended the WTA Unit Meeting.  There was discussion about how federal funding for high-speed internet has not had the intended outcome.

 

Jim Collis                              Questioned on if there was any progress on a countywide EMS service.  There is none that anyone is aware of.

 

Zoning

 

There were three permits issued in January.  Two were for new homes.

 

Public Comment

 

There was a question about a business being run out of home.   The Zoning Ordinance would need to be consulted and specific instances being reported to address individual situations.

A motion was made Jim Collis, seconded by Keith Korbein, to adjourn at 6:50 p.m.  Motion carried 4-0.
