Planning Commission Meeting Minutes

February 15, 2023

Present:            Commission Chair Shannon Armel, Commissioners Ken Jax, Keith Korbein, Mick McCormick, Zoning Administrator Dick Martin, Deputy Clerk/Treasurer Michaele Korbein

Absent:            Commissioner Gervase Thompson

–Call to Order

The Planning Commission meeting was called to order by chairperson Shannon Armel at the Germantown Town Hall at 5:30pm.   The Pledge of Allegiance was said.

–Possible approval of the January meetings minutes

Keith Korbein made a motion, seconded by Mick McCormick, to approve the minutes of the January 11, 2023 Planning Commission meeting.  Motion passed 4-0.

–Staff Meeting for Three Rivers Development

Nothing new as no representative from Three Rivers Development was present for discussion.

–Staff Meeting for sign for Mike Edwards

He is considering two structures to hold six 4’x8’ signs to advertise his and other local businesses. Location would be on Hwy 58 on his land. Would not be lighted. Could have space for Town at no charge to put up an event sign. Discussed how the request fits into the sign ordinance; it would need a Conditional Use Permit.  There are similar signs in the Town.

–Discussion and possible approval of splitting a Lot in High Ridge

Questioned if HOA supported the split: the email said yes but in separate conversations with HOA members, it did not sound like the HOA supported it. Question on how it could affect the PUD’s density and how to proceed.  But before any further discussion happens here, the HOA needs to send a letter For or Against this.

–Discussion and possible approval of changes to ordinances 2,7&13 as related to fees

Ordinance 7 -We follow state law for enforcement, and for what we have adopted for routes. Discussion. Ken Jax made a motion to recommend approval to the Town Board to remove sections III, IV, and V, to re-name the ordinance to Snowmobile Routes Within Germantown, and to remove the related fees from the Fee Schedule, seconded by Keith Korbein; motion passed 4/0.

Ordinance 2 -No language changes were proposed or discussed.  Reviewed fee changes discussed at last meeting.  Ken Jax made a motion to recommend approval to the Town Board for no wording changes to Ordinance 2 but to change the Class A Liquor License fee from $95 to $100 and Operator Licenses from $20 to $25, seconded by Mick McCormick; motion passed 4/0. 

Ordinance 13 -An official traffic map is needed as per the ordinance.  Delmar Consulting could be contacted to assist with this rather than have Dick do that; however, there would be a cost.  They do GPS locating.  Also noted that past discussions had considered combining ordinances 13,15, 30, 35, 46 & 57  into a traffic code, rather than continue with individual ordinance.  This can be discussed more next meeting before getting more into this ordinance alone.

Next meeting will be Wednesday, March 15, 2023 at 5:30pm.

Keith Korbein made a motion to adjourn seconded by Ken Jax. Motion passed 5-0.
