Present: (all via Teams) Board Members Rod Abbrederis, Randy Dorshorst, Jim Keene, Brad Pavloski, Jim Murphy. Administrator Kathy Oliver, Jason Terry, Kyra Cassidy, Andy Zimmer, Shelley Granberg, & Vanessa Abou Harb from MSA.
Call to Order/Approve Agenda-
The meeting was called to order by Jim Keene via Microsoft Teams at 9:01 AM. With 5 board members present, we did have a quorum. A Motion was made by Brad Pavloski, with a second by Randy Dorshorst to approve the agenda. Motion carried with all in favor.
Discussion and Possible Action on Sanitary Sewer Service Study –
Shelley Granberg led the discussion as the Sewer Service Area Study (SSA) Project Manager. Vanessa Abou Harb will serve as her Assistant. She recently sent a survey to board members to identify our needs and concerns. Results included concern that some septic par cels/information is not within the current project scope, need/reason for continuing with OBSD#1 and #2 separately. Goals include protecting water quality, maintain a functioning system, require current unconnected users to connect, and ability to serve all areas in the district that can be developed. There is currently no interest on the Board’s part to expand service into other areas.
Shelley asked for suggestions for people we would like to ask to serve on a Technical Advisory Committee (TAC) for the term of the SSA. After some discussion it decided that we’d like 3 Board Members from SD#1, one from SD#2, Dave Gruen with the County Zoning Dept and a rep from the Town of Germantown Board. Brad Pavloki nominated Jim Keene, Jim Keene nominated Brad Pavloski and Jim Murphy nominated Rod Abbrederis to serve as our reps. All 3 agreed to participate. Kathy will send out invites to the others and work with Shelley to get a first meeting scheduled.
Goal for the TAC meeting schedule would include 3 meetings (most likely virtual), with the hope of starting in late February and completing with an adoption date in July.
Shelley presented some District area maps and asked the board to review them and send feedback by 2/6/26 so she can use it in preparation for future discussion.

A Motion was made to adjourn at 10:36 AM by Randy Dorshorst, with a second by Rod Abbrederis. Motion carried with all in favor.
Next regular meeting is scheduled for March 12th, 2026 at 9:00AM.
