Planning Commission Meeting Minutes
June 11, 2026
Present: Commission Chairperson Keith Korbein, Commissioners, Tamaya Loewe, Mike Edwards, Joe Witmer, Deputy Clerk/Treasurer Michaele Korbein
Absent: Zoning Administrator Dick Martin
Also present: Eva Havill and Eden Spinelli of Castle Rock Services LLC; Luke Bacher
–Call to Order
The Planning Commission meeting was called to order by Chairperson Keith Korbein at the Germantown Town Hall at 5:45pm.
–Pledge of Allegiance
–Verification of proper posting Michaele Korbein verified proper posting in three places and online.
–Possible approval of meeting minutes
Joe Witmer made a motion to approve the minutes of April 20, 2026 Planning Commission meeting, May 18, 2026 Joint Town Board and Planning Commission public hearing, and May 18, 2026 Joint Town Board and Planning Commission meeting, seconded by Tamaya Loewe; motion passed 4/0.
–Discussion and possible approval of Castle Rock Services outdoor bar and food truck
Noted sign permit applications are to go through our Town Zoning Administrator. Joe Witmer made a motion to approve the conditional use permit for Castle Rock Services outdoor bar and food truck, seconded by Tamaya Loewe; motion passed 4/0.
–Discussion and possible approval of Zoning Map
A colored copy of the updated zoning map was emailed to commissioners and a copy printed for this evening’s meeting. Joe Witmer made a motion, seconded by Tamya Loewe, to approve the zoning map as presented and to present to the Town Board for their approval; motion passed 4/0.
–Discussion and possible approval of fees/fines for Ordinance 64 Short Term Rental and Ordinance 65 Room Tax
Discussed comments on fees from the May public hearing.
Discussed what could be the cut-off or hard date for rentals that would be subject to the room tax, such as September 1. Need to give some notice to owners. Question: how would we know if owners are truthful on reporting their upcoming rentals -could have owners export to us their booking calendar as of that decided date. Tamaya Loewe made a motion, seconded by Joe Witmer, that any reservations made on or after September will be subject to the 8% room tax; motion passed 4/0.
The Commission reviewed and discussed what they previously approved for STR fees. Tamaya Loewe made a motion, seconded by Joe Witmer, to stay with the Section 8 penalties and Section 9 initial application fee and renewal fee as last approved, but change the late renewal application fee to instead grant a 10-day grace period and a $100 late fee on late renewals; motion passed 4/0.
For RT fees, reviewed fee schedule items A,B,C,D, and E that the Commission previously approved. Only E was questioned and discussed, possibly adding the underlined for clarity: ”Failure to timely file a quarterly report within 10 calendar days after end of quarter is subject to a $100 late penalty. Every Day is a separate violation.” Keith will check with the Town of Rome and the State of Wisconsin on wording. Tamaya Loewe made a motion, seconded by Joe Witmer, to approve the added in wording as noted, contingent on verification of what timely filing is; motion passed 4/0.
–Next Meeting The next meeting date will be Tuesday, June 30, 2026, starting at 5:30pm, and also, July 21, 2026 at 5:30pm.
–Adjourn The meeting adjourned at 7:13 pm.
