Planning Commission Meeting Minutes

June 14, 2023

 

Present:            Commission Chair Shannon Armel, Commissioners Keith Korbein, Mick  McCormick, Gervase Thompson, Zoning Administrator Dick Martin, Deputy Clerk/Treasurer Michaele Korbein

Absent:            Commissioner Tamaya Loewe

Public:              There were three.

 

 

–Call to Order

The Planning Commission meeting was called to order by chairperson Shannon Armel at the Germantown Town Hall at 5:30pm. 

 

Pledge of Allegiance

 

–Possible approval of the Minutes from the May meetings

Keith Korbein made a motion, seconded by Mick McCormick, to approve the minutes of the May 31, 2023 meetings for the public hearing and Planning Commission for Mike Edwards’ application and for the public hearing and Planning Commission for Bear Paw. Motion passed 4-0.

 

–Staff meeting for Lake N Woods

Chair Shannon Armel asked for the Lake N Woods representatives to present their proposal.  Matt Filas, their surveyor, presented.  This property was re-zoned in 2022 to commercial. They would like to split the property for a condominium plat of 8 lots and a private road on just over 20 acres, and then the remaining property would be for future development currently not planned yet.

 

12% would be covered in impervious surfaces.

Road only designed for driveway standards as they would like to keep it private. Their intent at this point would not to be to turn roads over to the town; but there were concerns from the commission members that if the project ends up under different ownership in the future, that would change. So, the commission would like to make sure roads are built to Town specification in case that would happen.

The County’s shoreland ordinance will need to be followed.

A Conditional Use Permit would be needed.

There was some confusion about having a condo plat in a commercial development. Would they rent out condos? Would they have similar architectural designs? They want to keep the road as a common element to do a condo plat. Discussed doing a subdivision plat instead.

Access for that remaining acreage would be from the NE side on Zilinski Lane.

Need a 75’ culdesac; theirs would be 80’.  Dick Martin indicated too big would be a waste of time and fuel for plowing and undersized would not be able to get around it properly.  Prefer not a solid culdesac, like newer Pavloski developments so it isn’t so badly dug up in plowing.

Engineering plans are coming, so Larry Koopman can also review them when Dick reviews them.

May need a variance on culdesac length if they go the subdivision route. They would need to get plans in so Town engineer can review them ahead of the next meeting they are scheduled for, maybe for August 9.

 

–Discussion and possible approval of Ordinance 22 checklists and copies requirements

 Copies requirements need to be added to Section 3.08 (5)(b)(ii)(a) & (9)(a)(i) as such: , along with submitting all required documentation in 15 hard copy sets and a digital/PDF/electronic copy of same documentation.

Copies requirements need to be added to first sentence of Section 5.02 as such:  , which shall include concept plan along with 15 hard copies and a digital/PDF/electronic copy.

Copies requirements need to be added to Section 6.03(b) after the first sentence as such: Required documents will include 8 copies and a digital/PDF/electronic copy.

Section 6.03(c) to be added to the first sentence as such:  , along with 8 copies and a digital/PDF/electronic copy.

Where Sections 8.02, 9.01, and 9.02 say 15 copies, they should say 15 hard copies and a digital/PDF/electronic copy.

 

Keith Korbein made a motion, seconded by Gervase Thompson to recommend approval to the Town Board of the 15 copies and digital/PDF/electronic copy requirements and the 8 copies and digital/PDF/electronic copy requirements as discussed above.  Motion passed 4/0.

 

As for the checklists, each member should review for the next meeting.

Should also include space/spaces for comments.

 

The copy requirements, along with a previous ordinance change regarding retaining walls that was approved by the commission December 7, 2022, can be put together for a public hearing.  A request was made to have a new updated zoning map included for that.

 

–Discussion and possible approval of changes to ordinances 15,4,13,30,35,46,57

Nothing new discussed as Shannon Armel is still working on incorporating Ordinances 13,30,35,46, & 57 into a traffic code to deal with more traffic-related items. 

 

–Discussion and possible approval of changes/updates to fee schedule related to items on this agenda  

Nothing discussed.

 

–Adjourn.

Next meeting to be July 12, 2023 at 5:30pm.  Mick McCormick made a motion to adjourn seconded by Keith Korbein. Motion passed 4-0.  Meeting adjourned at 7:09 pm.
