Planning Commission Meeting Minutes

March 17, 2026

 

 

Present: Commission Chairperson Keith Korbein, Commissioners, Tamaya Loewe, Mike Edwards, Joe Witmer-late arrival, Deputy Clerk/Treasurer Michaele Korbein

Absent:  Zoning Administrator Dick Martin

Also present:  Ray Monroe for Turtle Acres, Kathy Harman of PMI Northwoods, Sally Luehman of Re/Max Realty

 

–Call to Order

The Planning Commission meeting was called to order by Chairperson Keith Korbein at the Germantown Town Hall at 5:30pm.

–Possible approval of meeting minutes

Tamaya Loewe made a motion to approve the minutes of the February 17, 2026 Planning Commission meeting and the February 19, 2026 joint Board and Planning Commission meeting, seconded by Mike Edwards; motion passed 3/0.   

–Discussion and possible approval of the Final Plat of Turtle Acres Subdivision

Keith Korbein noted that there were no changes from when the preliminary plat was previously reviewed.  Their final plat drawings include street profile, utility detail, erosion control, and the final plat.  The preliminary plat and final plat documents were submitted to the Town’s engineer, Larry Koopman of Lampert-Lee & Associates, for their review and approval.  The sanitary district said they do have capacity to add this development into their district.  Mike Edwards made a motion, seconded by Tamaya Loewe, to conditionally approve the final plat of Turtle Acres Subdivision pending the review from Larry Koopman of Lampert-Lee’s review, and to recommend the same to the Town Board; motion passed 3/0.

–Discussion and possible approval of Short Term Rental ordinance  and

–Discussion and possible approval of the Room Tax ordinance

Ways to prevent parking issues and blocked roads were discussed, such as having parking on only one side of the street. Also, vehicles parking along a town road must be off the pavement a certain space, otherwise the sheriff’s department can be called.  Contact information on STRs could be sent to the county for emergencies, but a good suggestion would be to post a little 3”x5”sign near the front door facing the street listing the name and phone number of the owner and their alternate contact for emergencies.  Tamaya reviewed next steps: set up interim tourist commission that could be the Town Board, set up a non-profit entity per state statutes, and open a separated bank checking account.  The main burden will end up on the office, so the entity could rent the office.  One note that the last Juneau County Visitor’s Guide was printed in 2024.  These items would not be within the ordinances, but separate, such as on the applications.  One change to the commission’s room tax ordinance was discussed at the February 17 joint meeting. The suggestion was made to change Page 2 letter 4C from, “Disbursements of the tax shall be administered by the Clerk/Treasurer who shall ensure that at least 70% is spent on tourism promotion and development.” to ‘The Clerk/Treasurer shall ensure that the 70% is sent to the tourism commission, and the tourism commission shall ensure that these funds are spent on tourism promotion and tourism development in accordance with Wisconsin State Statutes 66.0615.’  Tamaya Loewe made a motion, seconded by Joe Witmer, to re-approve the Room Tax ordinance with that change; motion passed 4/0.

The zoning map is still in process, so nothing new on it for right now.
