Regular Meeting Minutes

October 10, 2023

 

Present:               Chairman Gregg Haunroth, Supervisors Keith Korbein, Ken Jax, Ray Feldman, Clerk/Treasurer Susan Ganther, Deputy Clerk/Treasurer Michaele Korbein

Absent:                 Emergency Management Director Christopher Leopold, Zoning Administrator Dick Martin

 

Call to Order

The meeting was called to order at the town hall at 6:00 p.m.

 

Verification of Posting

Posting at the 3 posting places and online was verified by Michaele Korbein.

 

Camera 

Captain Pedersen from the Juneau County Sheriff’s Department was in attendance asking the town to consider paying for half of a license plate reader camera to be placed in the township.  This reader would provide real time location information on vehicles that have for example been stolen, or owned by a person with outstanding warrants, so the property can be recovered, or owners arrested.  A camera placed in New Lisbon detected a car stolen in Florida whose occupants were arrested for various crimes.

The board agreed to review the 2024 budget to see if funds were available.  The cost would be $1,250.

 

New Lisbon Fire Department

The New Lisbon Mayor was present to discuss the $18,378.15 increase to the 2024 fire contract.  He also gave some historical information about errors in previous calculations that required several years of large increases to place the Town of Germantown in line with the other municipalities.  That extra increase ends with the 2024 contract.

 

Board Appointment

A motion was made by Gregg Haunroth, seconded by Ken Jax, to appoint Tamaya Loewe to the vacancy on the town board.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.

 

Minutes 

A motion was made by Keith Korbein, seconded by Ken Jax, to approve the September Board Meeting minutes.  Motion carried 4-0.

 

Checks:

A motion was made by Keith Korbein, seconded by Ray Feldman, to approve general fund checks 13842-13851 totaling $82,227.57, Municipal Court check 2013 totaling $323.00, and EFTs totaling $5,788.07.  Motion carried 4-0.

 

Treasurer’s Report

The report was read aloud and placed on file for audit.

 

Budget Amendment

A motion was made by Ken Jax, seconded by Keith Korbein, to approve Resolution 2023-7 Amending the 2023 budget. A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.

ARPA

Requests for bids should be sent out for installation of an office window.

 

Operator’s License

None

 

Use of Hall

A motion was made by Gregg Haunroth, seconded by Ken Jax, to approve the use of a town hall by a pickle ball group pending modification of the rental agreement and a check on liability.  Motion carried 4-0.

 

Fee Schedule

A motion was made by Ken Jax, seconded by Ray Feldman, to approve presented changes to the fee schedule.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.

 

Emergency Management

Mauston Ambulance has contracts from new municipalities.  A change in the value of the New Lisbon prison was a benefit to the municipality rates.  Appropriations in the state budget have helped with Mauston Ambulance’s budget. 

There were 147 ambulance calls in August.  16 were in the Town of Germantown.

 

Roads

Blacktopping is done in Island Lake.  Shoulder work is being done this week.

Dick Martin will attend a meeting at the County Highway Department on October 11, to apply for TRIP project money that would be used on Lucy Lane and Ruth Court

There is one more week of mowing left.

Zoning

19 permits were issued in September.  12 were for new homes.  Year-to-date there have been 61 new home permits issued.

 

Parks

Trees were cut down by Edwards Tree Service to make room for a playground that will be built in the spring.  The playground will be built using grant money that was awarded to the town in September.

The buoys have been removed from the water at the beach.

 

Board Reports

Keith Korbein                     It has been noticed by several people that ATVs have been using state highways and county roads that are not open to ATV traffic.

Keith and Ken Jax will be attending the Wisconsin Towns Association Annual Convention in Wisconsin Dells.

Gregg Haunroth                 Examples of ordinances covering a permit for short term rentals were briefly discussed and will be reviewed by the board.  Further action will be considered at future meetings.

Ken Jax                                 None

Ray Feldman                       The Juneau County Board along with other county boards in Wisconsin has been approached about becoming a sanctuary county for the 2nd Amendment.  What that looks like has yet to be determined.

A motion was made by Ken Jax, seconded by Keith Korbein, to adjourn at 7:05 p.m.  Motion carried 4-0.
