Present:               Chairman Gregg Haunroth, Supervisors Ken Jax, Keith Korbein, Jim Collis,

Call to Order

The meeting was called to order at the town hall at 6:00 p.m.

Minutes

A motion was made by Keith Korbein, seconded by Jim Collis, to accept the minutes from the September 13, 2022 Regular Monthly Board Meeting and the September  27, 2022 Special Board Meeting,  December 14, 2021 and December 29, 2021 meetings. Motion carried 5-0.

 

Treasurer’s Report -Bank Reconciliation Report

The bank reconciliation was read and place on file for the auditor.

 

Vouchers and Checks

A motion was made by Jim Collis, seconded by Keith Korbein, to approve the vouchers and checks #13312-13360 and EFTs totaling $102,849.32, Park Construction check #5016 totaling $517.72, and Impact Fee check #5017 totaling $517.73.  Motion carried 5-0.

 

Discussion and Possible Approval of creation of brush dump permits

Discussed how to monitor the brush dump via fees and stickers in addition to cameras recently installed. Discussed a fee for residential and for commercial.  A motion was made by Jim Collis, seconded by Ray Feldman, to approve brush dump fees at $25 fee for residential and $100 fee for commercial and to set up an ordinance and permit process to support that.  Motion carried 5/0.  Fines can be set later depending on how the fees work out.

 

Discussion and Possible Approval of purchase of boiler for Public Works building

Boiler in public works building is not working; pumps replaced earlier this year. Three quotes were received for replacing the boiler, from Miller, Bolder Services, and BTU.  Need to have Bolder Service adjust their quote to make it an apples-to-apples quote.  A motion was made by Jim Collis, seconded by Ken Jax, to take pumps out of bid and compare bids to take the lowest bid.  Motion carried 5/0.

 

Discussion and Possible Approval of Resolution 2022-6 Amending the 2022 Budget

This is to move money within the budget.  Jim Collis made a motion, seconded by Ken Jax, to approve the resolution as presented. A roll call vote was taken:  Collis – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Discussion and Possible Approval of Resolution 2022-7 Participation in Creating Community Wildfire Protection Plan

Keith Korbein made a motion, seconded Jim Collis, to approve Resolution 2022-7 Participation in Creating Community Wildfire Protection Plan. A roll call vote was taken:  Collis – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Possible approval of Operator’s License Applications  –None.

 

     Committee Reports:

Public Safety/Emergency Management  –No report. 

Roads –No report.   

Zoning Administrators Report

The house that was moved today moved without any road damage.

15 September permits issued, of which 9 were new homes, for a year-to-date total of 61 new homes.

Parks/Town Hall/Buildings

Work continues on the park.  Roots/debris need to be cleaned from beach area. The sanitary sewer and well needs to go in.  Bathrooms are scheduled to be delivered in February and they want the sewer in before that.  Still plan on completion for May 23, 2023.

 

     Board Reports:

Jim Collis – was hearing good comments from people in Germantown about sheriff presence in the area.

Keith Korbein – attended the WI Towns Association Annual Convention Monday with Ken Jax.  They listened to WTA Attorney Carol Nawrocki and others in information sessions to learn more about agendas, fire department funding, EMS billing, etc. 

Gregg Haunroth – reminded everyone that Germantown had offered to hosting the next WTA Unit Meeting at the Germantown Town Hall on October 26, 2022 at 5:15pm.  He noted that Necedah Fire had a large increase in fees for 2022, and for 2023 they are going up another $10,000. 

 

Ken Jax – would like to have Dick and/or Randy power wash the exterior of the town hall and clean it up before the October 26 WTA Unit Meeting.  At the WTA convention, he and Keith Korbein also heard legal overview of State and Federal employment law, information on storm water/surface runoff, and that we did follow their suggestion to pass the ethics ordinance last month.

Ray Feldman – noted the County is looking at EMS service.

 

Public Comment

Jim Miller asked if they might consider a key card for the gate for the brush dump.  He also inquired on the law enforcement part of the Germantown’s budget.

A motion was made by Ken Jax, seconded by Jim Collis to adjourn at 6:51pm.  Motion carried 5-0.
