Regular Meeting Minutes
October 14, 2025
Present: Chairman Gregg Haunroth, Supervisors Tamaya Loewe, Keith Korbein, Ken Jax, Ray Feldman, Emergency Management Director Christopher Leopold, Deputy Clerk/Treasurer Michaele Korbein, Public Works Director Craig Cox
Absent: Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther
Call to Order
The meeting was called to order at 6:00 p.m. at the town hall.
Verification of Posting
Agendas were posted by Craig Cox.
Minutes
A motion was made by Keith Korbein, seconded by Ken Jax, to approve the September 9 Regular Board meeting minutes and the September 29 Board Budget Workshop minutes. Motion passed 5-0.
Bank Reconciliation
The bank reconciliation was read and placed on file for audit
Checks
A motion was made by Tamaya Loewe, seconded by Keith Korbein to approve general fund checks 14934-14980 totaling $112,839.01 and EFTs totaling $10,610.08. Motion passed 5-0.
Discussion and possible approval of Resolution 2025-6 Amending the 2025 Budget
After brief discussion, Tamaya Loewe made a motion, seconded by Ken Jax, to approve Resolution 2025-6 Amending the 2025 Budget. A roll call vote was taken: Loewe – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y. Motion passed 5-0.
Discussion and possible approval of 2025 New Lisbon fire contract
Ray Feldman made a motion, seconded by Ken Jax, to approve the 2026 New Lisbon fire contract contingent on New Lisbon providing us with a map of their service area; motion passed 5-0.
Discussion and possible approval of Planning Commission appointment
Mick McCormick submitted his resignation from the Planning Commission to be effective after the conclusion of the October 21, 2025 Planning Commission meeting. Discussion on a possible replacement/appointment for that position. Keith Korbein made a motion, seconded by Ray Feldman, to appoint Joe Witmer to the Planning Commission to replace Mick; motion passed 5/0.
Operator’s License –None.
Public Safety/Emergency Management
Christopher Leopold attended a joint tabletop exercise on a bridge; it ended up that only MAA and Armenia Fire Department participated, but it was a very good event.
The radios need to be looked at and possibly updated.
He worked with Jeremy Bonikowske of Juneau County Emergency Management and came up with a new, much smaller, updated Emergency Operations Plan for Germantown; they will finalize and present it at the next Town Board meeting for adoption.
Roads
Crackfilling is continuing where they left off last year in Waterstone.
LRIP funds are planned for use for 19th on the north end.
Necedah will be working with Germantown in 2026 for double seal on 28th.
Six loads of gravel were spread on 15th, which are in addition to the six that were done last spring. Beavers are becoming an issue there again.
For positioning mailboxes by the road, the boxes should be between 41”- 45” high, with the post at least 1’ behind the asphalt or curb to help with staying out of they way when snow is being plowed from roads.
Zoning
Six permits were issued in September, all for new homes, bringing the total new homes for the year to 40.
Parks / Town Hall / Buildings
Park restrooms will be closed for the winter this week.
Board Reports
Both Tamaya Loewe and Keith Korbein attended the Wisconsin Towns Association Convention over the last two days in Wisconsin Dells. Tamaya attended sessions on Room Tax, Ordinances, Roads, Innovation Grants, and Media. Keith attended session on Recycling, Legal Cracker Barrel, Ordinances, MFL, and Pacer Rating.
Gregg Haunroth noted a request for a reduced speed limit on 29th by May’s Point boat landing. This can be investigated and put on next month’s agenda.
He noted the camera by the brush dump was recently fixed and they wrote their first ticket since then. It reads plates much better now.
Ray Feldman noted the County is working on their budget; the County Board passed a resolution asking the State to pick up the difference in cost because of changing requirements for SNAP benefits.
Public Comment
Question on what the tax levy will be for 2026 and if additional funds are being budgeted for staff and maintenance; budget information on the upcoming levy meeting can be found on the Town’s website.
Question on playground status; progress is continuing. Edging to be brought in for winter, for spring completion.
