The meeting was called to order at the town hall in the Town of Germantown at 5:30 p.m.

 

Possible Approval of the minutes of the Public Hearing about Beach Lake PUD A motion was made by Ken Jax, seconded Keith Korbein to approve the minutes from the November 29, 2017 public hearing about Beach Lake PUD. Motion carried, 5-0.

 

Possible Approval of the minutes of the Public Hearing about Island Lake Combined PUD A motion was made by Dave Specht, seconded Ken Jax to approve the minutes from the November 29, 2017 public hearing about Island Lake Combined PUD. Motion carried, 5-0.

 

Possible Approval of November 29, 2017 Planning Commission meeting minutes A motion was made by Keith Korbein, seconded Dave Specht to approve the minutes from the November 29, 2017 Plan Commission meeting. Motion carried, 5-0.

 

Discussion and possible recommendation to the board for the combination of Rock Island Lake PUD and Campfire Lake PUD with revisions and additions thereto, including the General Development Plan (GDP) and Specific Implementation Plan (SIP) for the Rock Island Lake and Campfire Lake phases. There was lengthy discussion about the combination of Rock Island Lake PUD and Campfire Lake PUD. A marina has not been part of the consideration in these proposals. The lots on the lake are currently zoned ARO so a parking lot for it would not even be allowed. The access thru Eagle Lake (via Mallard Drive) has been removed from consideration. Parcel 5 will eventually be one single family home; right now there is a shop there that is permitted. The expected completion date for the roads being turned over to the town is “in theory” 2 years for each of the two phases. It was discussed that a check-in should be made every year on progress with the phases. There was discussion about promised resurfacing of Germantown Road just north of Castaway to 15th . Since there will be a lot of construction and the road is not in bad condition, we should hold of on that for now but keep it as a condition. There was also discussion of construction traffic through Whistling Wings. Those roads are not in good condition, so they should not be used. The Pavloski’s will make a construction road for access. It was asked why they want to combine everything – the answer given was that some lands were bought from WERPCO, some from the county, some lands were traded. Now all the water of each of the pieces of land are connected, so they want to combine them into one PUD. There was discussion about the future use of the lake lots that were originally part of the PUD proposal. A list of conditions to go along with approval of the PUD was created and are attached.

 

A motion was made by Ken Jax to recommend to the board to approve the PUD with the conditions listed. There was no second. Motion withdrawn.

 

A motion was made by Keith Korbein, amending the lot width condition, seconded by Dave Specht. A roll call vote was taken: Shannon – Y, Paul – Y, Dave – Y, Keith – Y, Ken – Y. Motion carried – 5-0

 

Adjourn A motion was made by Keith Korbein, seconded by Paul Szymaszek, to adjourn at 7:24 p.m. Motion carried, 5-0.
