Call to Order

The Planning Commission meeting was called to order by Chairperson Shannon Armel at the Germantown Town Hall at 5:31 p.m.

 

Pledge

 

Work session on and possible approval of Zoning Ordinance #22 and Land Use Ordinance #9 updates/changes

Discussed items from Ray Feldman from after the joint Board and Planning Commission meeting.

 

Regarding Mobile Home definition, 1976 is the cutoff date for the term ‘Mobile Home’.  After that they should be referred to as Manufactured.  Mobile Home definitions are not the same for both ordinances, so both definitions need to match the correct wording as used in the Zoning Ordinance. 

Also need to replace the wording of “Mobile Home” with “Manufactured Home and Modular Home” where it currently reads just ‘Mobile Home’ throughout both ordinances.

Regarding Site Plan under Section 6.04 (h)(3)(b)(8), need to add at the end, “and if necessary, comply with the Open Meeting Law.”

Under Shoreland Overlay District section 3.07 (3)(b):  change subsection label iv. to v. and add at the end of it, “and the Department of Natural Resources rules.”  Then iv. would be “Provide solar or electric lighting on the end of the pier.”

Discussion on restricting impervious surfaces.  There is LSR available for Town Center, PUD, and Commercial, so there is some regulation on it.

 

Ken Jax made a motion to approve, and recommend to the Town Board for approval, the changes to both the Zoning Ordinance #22 and the Land Use Ordinance #9 as presented, including the above noted changes discussed this evening, seconded by Keith Korbein; motion passed 5/0.

 

Work session on signs and sign ordinance

Gary Merk has applied for a Conditional Use Permit for a billboard-type sign on Hwy 58.  This will be scheduled for January 13, 2021 at 5:30pm, with a Planning Commission meeting to immediately follow.

 

Work session on camping and camping ordinance

A camper is less than 816 sq ft.  Camping permit should be issued.  Need enforcement.  Should have an updated ordinance by spring. Then the Zoning Administrator can send a form letter with a photo of the violation giving them 30 days to comply, otherwise they would be fined.

Keith Korbein made a motion, seconded by Ken Jax, to adjourn at 6:53pm.  Motion carried 5-0.
