Present: Commission Chair Shannon Armel, Commissioners Gervase Thompson, Mick McCormick, Keith Korbein, Ken Jax,

Zoning Administrator Dick Martin and Deputy Clerk/Treasurer Michaele Korbein

Absent: None

Guests:   Paul Merk, Brad Pavloski, Owners of Little Pond Lodge 

 

 

Call to Order

Planning Commission meeting was called to order by Chairperson Shannon Armel at the Germantown Town Hall at 6:00 p.m.

 

Pledge

 

Possible approval of meeting minutes

A correction needs to be made to the header of the December 17, 2020 minutes, to only say Planning Commission Meeting Minutes.  Keith Korbein made a motion to approve the amended December 17, 2020 minutes correcting the header to say Planning Commission Meeting Minutes, seconded by Ken Jax; motion passed 5-0.

 

Discussion and possible approval of a Conditional Use Permit for four billboard signs for Gary Merk at N6734 Highway 58.

-Signs allowed by the Sign ordinance are 35 sq ft; these presented for approval are 288 sq ft each face.

-Some are not opposed to signs, just opposed to the size of the signs.

-Would our sign ordinance allow billboard signs; and then if so, what size?

-Two off-premise signs are allowed per business; how does this pertain to billboards?

-It would have been better to have had the owner present for the public hearing.

-This could be tabled to another night and get Gary Merk to provide new graphic of what he wants, to be more specific, and even include a mockup.

-There is objection to the size and density of signs and multiple signs in one location.

Keith Korbein made a motion to table this to the next meeting, seconded by Gervase Thompson; motion passed 5-0.

 

Work session on signs and sign ordinance

Nothing was done this evening.

 

Work session on camping and camping ordinance

A similar ordinance to Clearfield was distributed and discussed.

-Need to make sure the definitions in the camping ordinance match any found in the zoning ordinance, such as for Dwelling.

-Anything below 816 sq ft would be taxed as personal property. 

-Need to adjust camper vehicle definition.

-Discussed including language for having a camper while home is under construction and only allow for a year. Can put this in a new section under 3.1(E).  Base end point on building permit and occupancy permit.

-Under 3.1(B) change 60 days to 30.  It also should say ‘continuous’ instead of a week or two here, and then gone, then back again to come up to the 30 day period as it is too hard to keep track of who is here and who is not.

Changes will be typed in and emailed to committee members.

 

Work session on golf carts

A golf cart is still a golf cart, even though it may be modified.

 

Work session on fireworks and fireworks ordinance

Nothing was done this evening.

 

Adjourn

Next meeting will be February 10, 2021 at 5:30pm, and it will include Discussion and possible approval of Merk signs that was tabled tonight, and also the camping ordinance.

Ken Jax made a motion, seconded by Keith Korbein, to adjourn at 7:20pm.  Motion carried 5-0.
