Present: Commission Chairperson Keith Korbein, Commissioners Gervase Thompson, Mick McCormick, (Tamaya Loewe and Mike Edwards arrived by 5:35); Zoning Administrator Dick Martin; Deputy Clerk/Treasurer Michaele Korbein

–Call to Order
The Planning Commission meeting was called to order by Chairperson Keith Korbein at the Germantown Town Hall at 5:30pm.

–Possible approval of meeting minutes
Mick McCormick made a motion to approve the December 11, 2024 Planning Commission meeting minutes, seconded by Gervase Thompson; motion passed 3/0.
–Staff Meeting/Work Session for Castle Rock Hideaway Campground
Updated drawings were presented that showed well, septic, cabins, and where entries and exits are on G. Need to look at the Campground and Conditional Use sections of the Zoning Ordinance. Question if the whole property is zoned Commercial, as Juneau County shows that only 4 acres is commercial, but the Town zoning map shows the whole thing is commercial. To clear confusion and confirm that the whole parcel is zoned Commercial, a public hearing would be needed. And it would also need a public hearing for a Conditional Use application for the additional sites, which can be scheduled for next month.
–Staff Meeting for possible campground for Dirty Turtle
Verbal ideas presented for a possible campground on the west side of 17th. This could create 70 campsites on 10 acres. The 10 acres is two parcels -one is three acres, the other is seven. Dimensions are a total of 330’ frontage on road by approximately 1280’ deep. Both parcels are zoned residential. There could be several street lights. It would include hooking into the sanitary district. Sites would be gravel, have water and sewer hookups, and paved driving surface. This would have to conform to the Campground and the Conditional Use sections of the Zoning Ordinance.
Some issues with this were discussed, including that this could be considered spot zoning which is not looked favorably upon, smoke from campfires in a campground located in a residential area, hazards of campers walking on the road and crossing the street to go to the lake or the Dirty Turtle, and the owners still having abandoned boats, lifts, wood piles, etc. in a Dirty Turtle parking area. A public hearing would be needed to rezone first, where issues like these would be brought up. This can be on next month’s agenda as a Staff Meeting.
