Present:   Commission Chair Shannon Armel, Commissioners Keith Korbein, Ken Jax, Mick McCormick, Zoning Administrator Dick Martin,  Deputy Clerk/Treasurer Michaele Korbein

Absent:   Commissioner Gervase Thompson

Guests:    Chris Renner and Brad Pavloski

 

Call to Order

The Planning Commission meeting was called to order at the Germantown Town Hall at 5:30 p.m.

 

Pledge

 

Possible approval of meeting minutes

Mick McCormick made a motion to approve the minutes of the July 2, 2020 and the July 8, 2020 Planning Commission meeting, seconded by Keith Korbein.  Motion passed 4-0.

 

Discussion and possible approval of the preliminary and final plats for 9th Addition to Island Lake at Copper Point

Discussion included noting this was for 17 lots with 2 outlots, one of which is a lake and the other green space.   Keith made a motion to approve the preliminary and final plats for 9th Addition to Island Lake at Copper Point, seconded by Mick McCormick.  Motion passed 4-0.

 

Work session on zoning ordinance updates

Continued work on Zoning Ordinance changes, including Sections 1,5,4,5,6,7,9,10,11,3; flowcharts for Sections 3,5,6 to also include referencing the sections in each, and the Permitted/Conditional Uses Table. 

 

Note to leave Section 7.03 Impact Fees as is.  However, the impact fees, the Impact Fees ordinance, and the Needs Assessment need to be reviewed and updated after the zoning ordinance work is done. 

 

Section 5 seems out of order; this and its flow chart need to be re-worked to smooth out steps and streamline the process.

 

Note that need to follow up on 3.09 to get list of businesses and lessees in the Marguerite Ville Properties building to know what types of businesses are there for permitting and conditional use, and what, if any, toxic substances they have there for Emergency Management.  Does fire department go in there and check?

 

Need to include definitions of Developed, Undeveloped, Flood Plain, and Culvert.  (Driveway Culverts requirements are in Ordinance #4 Driveway Access Permits -specifically Section VI.

 

Office notes were also discussed for inclusion in ordinance; some could be procedural changes rather than ordinance changes.

 

After tonight, all proposed changes will be sent to Josh Langen of Vierbicher for additional work.  Hopefully at the next meeting he can be present to review and discuss.

 

Discussion on signs and sign ordinance

Nothing discussed.

 

Discussion on camping and camping ordinance

Nothing discussed.

 

The next Planning Commission meeting will be determined.

Ken Jax made a motion, seconded by Mick McCormick, to adjourn at 8:00pm.  Motion carried 4-0.
