Planning Commission Meeting Minutes

July 21, 2026

Present: Commission Chairperson Keith Korbein, Commissioners, Tamaya Loewe, Mike Edwards,

Joe Witmer, Sally Luehman, Deputy Clerk/Treasurer Michaele Korbein

Absent:  Zoning Administrator Dick Martin       

Also present:   Brad Pavloski, Mark Loewe, Officer Smart, Chris Renner (via phone when called)

–Call to Order

The Planning Commission meeting was called to order by Chairperson Keith Korbein at the Germantown Town Hall at 5:30pm.

–Pledge of Allegiance

–Verification of proper posting  Michaele Korbein verified proper posting in three places and online.

–Possible approval of meeting minutes

Joe Witmer made a motion to approve the minutes of the June 30, 2026 Planning Commission meeting, seconded by Mike Edwards; motion passed 5/0. 

–Discussion and possible approval of preliminary and final plat of First Addition to Sand Point

Discussion. Brad Pavloski stated no changes had been made since the original document was recorded. Tamaya Loewe and Mark Loewe voiced concerns on the boundary shown on the Juneau County GIS site and how this will affect their potential future use of their abutting property.  Brad then called Chris Renner during the meeting and confirmed the boundary was not correct on GIS, but that will be corrected.  Sally noted that the GIS site is often incorrect.  Mike Edwards made a motion to approve the preliminary and final plats of First Addition to Sand Point and to recommend approval to the Town Board, seconded by Joe Witmer; motion passed 4/0 with 1 abstain -Tamaya Loewe.

–Yearly Update on Developments

All reviewed the development update list as provided by Chris Renner for Brad Pavloski.  Brad pointed out the note that the says the remaining land in High Ridge was sold earlier this year.

–Discussion on Transient/Peddlers permit/license

Transient/peddlers permits/license application from Village of Germantown and Town of Rome were reviewed. Some liked having a short and simple application and with small fee for license. Others thought a higher fee might attract better mobile businesses. Concerns about brick and mortar stores disappearing and mobile vendors replacing them; there are not many eating establishments here anyway. Food trucks could fill that void, but then question of how to get mobile vendors without driving them away with high permit cost. Yet another thought was that maybe a business who is serious about providing their mobile service business would pay a higher permit fee to be here.  With the influx of people and their expectations from the growing number of short-term rentals, mobile food trucks could fill that void and could be a bridge for a small business owner on their way to a brick and mortar. No matter, the process could be streamlined instead of a complicated application process.  Question if an area could be designated where mobile vendors could park to do business. This can be part of the comprehensive plan.  Discussion will continue at a future planning commission meeting.

–Discussion on Data Centers

Data Centers have to do with the quantity of power they use for internet and cloud storage.  Since Juneau County does not have zoning, the Town would have to regulate it through their own zoning ordinance.  Question was asked if a moratorium could be imposed to allow time to study data centers and the potential impact in the town; Keith Korbein will contact the WTA for more information on that process.   Also, there will be a Town Law conference Zoom meeting on October 30 regarding Data Centers and AI.

–Next Meeting  The next meeting tentative date is Monday, August 17, 2026 at 5:30pm.
