Present: Chairman Gregg Haunroth, Members Roger Bean, Ken Jax, Keith Korbein, Shannon Vogele, Paul Szymaszek, George Vukich, Zoning Administrator Dick Martin, Administrative Assistant Linda Salzwedel
Absent: None
Also Present: Brad & Pat Povloski, Chris Renner, Town Counsel Bill Curran, Summer Hideaway Owner Erin Voll & Jim Lewis, and townspeople

The meeting was called to order at the town hall in the Town of Germantown at 5:35 p.m.

Pledge of Allegiance
The pledge of allegiance was recited by all.

Possible Approval of May 11, 2016 minutes
A motion was made by Roger Bean, seconded by Keith Korbein, to approve the minutes from May 11, 2016 Planning Commission meeting. Motion carried, 7-0.

Swearing in of Planning Commission member
Returning member Shannon Vogele was sworn in for a 1-year term.

Discussion and Possible approval of moving forward with a public hearing on Summer Hideaway
Due to a miscommunication, the needed documents were not available for moving forward. Will be on next Planning Commission meeting agenda.

Review of Public Hearing for Sand Point PUD with possible action moving forward with change in density in Sand Point only

The intersection at Germantown G and Hwy 58: will not be addressed at this time because we’re told by the Highway Commission that there haven’t been enough fatalities. Gregg hopes to get a turning lane in there, at least.

Traffic Analysis: The Comprehensive Plan Committee is having a traffic analysis done of all of Germantown, through Craig Mathews at North Central Regional Planning Commission for a fee of $500. He’ll work with Dick to help with the roads in the future. Since this PUD has been approved for years, it is thought that a thorough traffic analysis is not required.

Walking paths: Pavloski’s have agreed to add walking paths in the Sand Point PUD in exchange for adding increased density, and possibly making it multi-use paths. Gregg Haunroth said we’ve been talking about addressing walking paths prior to this PUD and we really need them – we’ve been looking for places to put them. There was discussion about a walking path going down 37th Street that goes over the Yellow River. We may be able to connect up to that. There was other discussion about the location of the walking paths within the PUD, and connecting them up with other walking paths.

Proposed 37th Street Relocation: there is a safety issue on 37th Street at the S curve. The road is dangerous. Pavloski’s are offering the land that they own surrounding the S curve to the town for no charge, in exchange for increasing the density in the Sand Point PUD. Then the town can straighten the S curve.

Gregg Haunroth asks the Planning Commission for a role call vote if they think the 37th Street S curve is a safety issue.  Bean – Y, Jax – Y, Korbein – Y, Vogele – Y, Szymaszek – Y, Vukich – Y, Haunroth – Y. All were in agreement.

Substantial Changes: According to the Zoning Ordinance 3.08.17, if the changes to a PUD are a substantial alteration of the original plan, there should be a joint public hearing pursuant to the requirements of Section 9.00 of the ordinance. The Planning Commission has 60 days from the public hearing to make a recommendation to the board. There is no time limit on the board after that time, to make their decision.

A motion was made by Ken Jax, seconded by Keith Korbein, that the changes requested to the Sand Point PUD were substantial so we should move forward with the recommendation to the board. Motion carried, 7-0.

Adjourn
A motion was made by Roger Bean, seconded by Keith Korbein, to adjourn the Planning Commission meeting and begin the Public hearing at 6:19 p.m. Motion carried 7-0.

Public Hearing
The Public Hearing was called to order at the town hall in the Town of Germantown at 6:19 p.m.

Chairman Gregg Haunroth read the Public Hearing notice and asked the townspeople in attendance a few times, if there was any discussion or comments. There were none.

Adjourn
A motion was made by George Vukich, seconded by Keith Korbein, to adjourn the Public Hearing and re-open the Planning Commission meeting at 6:20 p.m. Motion carried 7-0.

The Planning Commission meeting was called to order at the town hall in the Town of Germantown at 6:21 p.m.

Chairman Gregg Haunroth asked town attorney Bill Curran if everything has been done properly so far to be ok to move forward. Bill Curran replied that everything is in order. He says that it is time for the PC to make a recommendation because we have 60 days from the date of this public hearing to make a decision.

Future PUD’s: It is questioned if the approval of an increased density for the Sand Point PUD will make it so all future PUD requests of increased density would have to be approved. Town Attorney Bill Curran replies that they could of course ask, but they could still be turned down. It does not open the door for any others.

Time line: A motion was made by Keith Korbein, seconded by Shannon Vogele, to move forward and schedule the joint public hearing of the Board and the Planning Commission on Sand Point. Motion carried, 7-0

It was decided that there would be a public hearing and joint board / planning commission meeting on June 27 at 5:30 p.m.
