Present:               Commission Chair Shannon Armel, Commissioners Ken Jax, Keith Korbein, Mick McCormick, Gervase Thompson  Zoning Administrator Dick Martin, Mick McCormick, Deputy Clerk/Treasurer Michaele Korbein

Absent:  None

 

 

Call to Order

Planning Commission meeting was called to order by chairperson Shannon Armel at the Germantown Town Hall at 7:19 pm.

 

Possible approval of meeting minutes.

Ken Jax made a motion, seconded by Keith Korbein, to approve the minutes from the February 9, 2022, Planning Commission meeting.  Motion passed 5-0.

 

Discussion and possible approval of Petition to Re-zone Lake N Woods property at 40^th St. & Zilinski Lane

Does County have to approve first?  No, local does their own permit approval first. Zoning appeals and conditional use appeals go to the Town Board. 

 

Need to check into spot zoning to be sure of being compliant there.

Need a traffic study?

Wetlands? Flood plain?

Need further info before deciding on re-zoning. 

Parking on town roads not permitted but parking on shoulders of town roads is okay.

Are they allowing golf carts? ATVs/UTVs?

Need to ask if this is good for the township -too early to decide without the additional information.

Need their lease agreements

Rules of their park.

Address music

Make sure two points of entry/exit.

Refer to the Zoning Ordinance section 9.02(4)(2c)+(2d)+(3) and 9.02(4)(d).

Almost all of zoning in Germantown is spot zoning.

Need the additional information to make a good, informed decision.

Also need to look at Sanitary District 2 to Sanitary District 1 capacity, considering the smell coming from SD2 which could be venting or pumps.

Would like to see when the land was approved to be included in Sanitary District.

Find out about the police calls in/to the County Park.

Need the wooded buffers around it.

DNR wetland mitigation.

DNR endangered/protected species.

Check on RV park vs camping in the State Statutes.

Would have been helpful if owners had stayed to assist with questions during this session.

Would like to all requested information presented similar to Summer Hideaway’s packet.

 

Keith Korbein made a motion to table the Petition to rezone Lake N Woods property at 40^th St. & Zilinski Lane, pending receipt of additional information as being requested, seconded by Gervase Thompson.  Motion passed 5/0.

 

 

Work session re: camping  in Camping Ordinance, Zoning Ordinance and Nuisance Ordinance

Attorney Curran was contacted and said he liked where it was being considered to incorporate the camping ordinance into Section 2 of the Zoning Ordinance.  Need to check Sauk County as they did it similarly, and now has a camping permit of $20. Shannon Armel will continue to work on that.

 

 

Work session on Short Term Rentals and on fees/fines in Fee Schedule

Did not get to this, so this will be put on agenda for next month.

Next meeting will be April 6, 2022, at 5:30pm.

 

Gervase Thompson made a motion to adjourn seconded by Keith Korbein. Motion passed 5-0.

Meeting adjourned at 8:13pm.
