Call to Order
The Planning Commission meeting was called to order by Chairperson Shannon Armel at the Germantown Town Hall at 5:30 p.m.
Pledge
Possible approval of meeting minutes
Ken Jax made a motion to approve the Planning Commission meeting minutes of the September 30, 2020 and the October 14, 2020 meetings, seconded by Keith Korbein. Motion passed 4-0.
Review of status update from the Pavloski Developments on PUDs
Updated status sheet was received and reviewed. It included additional detail in the status area which helped explain Copper Point and High Ridge.
Discussion and possible approval of Second Addition to Beach Lake
These are the last lots for this development. There will then be a total of 35 lots. Nothing has changed from the original plans that the Commission can see. In the Developer’s letter, they indicate they applied for a variance for a well that would be within 1500 feet of a landfill not subject to expansion. Did they get that variance? Would the well be for a lot or for common area irrigation? Ken Jax made a motion to approve the Second Addition to Beach Lake, subject to the Developer confirming that nothing has changed from the original plans, that the variance for the well was received and what the well is for, seconded by Keith Korbein. Motion passed 4-0.
Work session on zoning ordinance updates with possible presentation by Vierbicher
Notices were sent last week Thursday notifying neighboring towns about the November 18, 2020 public hearing at 5:30 pm.
Josh Langen from Vierbicher will be working on the resolutions in preparation of the joint meeting immediately following the public hearing November 18, 2020.
Discussion on signs and sign ordinance
Sign ordinances from neighboring municipalities can be used as samples and reviewed for upcoming discussion. New Lisbon’s sign ordinance is newly updated and may be very good to model ours after.
Need to consider aesthetics as well as land use goals. The area is mainly recreational. People don’t necessarily want to see signs all over the landscape.
Discussion on camping and camping ordinance
Our current sign ordinance is from 1969. Discussion thoughts for items that need to be in the updated sign ordinance include:
1 camping unit per parcel
Requirements: Well/water, Sewer/septic, and Fire #
Time limits: Permitted for 30 days; renewable for 30 within a calendar year but must remove in between times.
Permit must be displayed on unit
Must meet setbacks
Driveway
Enforcement
Storage -okay out in the open with a residence on the property but only 1 can be stored per that parcel
Okay to camp on property with a house as it has sanitary and water services. But would that need a permit?
Camping units: motor home, pop-up, tent, tiny house, park unit,
Definitions needed.
What is camping?
Decks and storage buildings -attached or detached
Outdoor storage vs indoor storage
What about self-contained camping units
