Call to Order

The Planning Commission meeting was called to order at the Germantown Town Hall at 5:30 p.m.

Possible approval of meeting minutes

Mick McCormick made a motion to approve the minutes of the July 2, 2020 Planning Commission meeting, seconded by Ken Jax.  Motion passed 5-0.

 

Discussion and possible approval of the preliminary and final plats for 10th Addition to Island Lake at Copper Point

Discussion. This addition is for Lots 207-231.   Brad Pavloski indicated nothing has changed from the original PUD.  The two water’s edge markings were clarified -they show the area of water which has an island, outlot 32, in it.   No other comments were made.  Ken Jax made a motion to approve the preliminary and final plats for 10th Addition to Island Lake at Copper Point, seconded by Keith Korbein.  Motion passed 5-0.

 

Work session on zoning ordinance updates

Of the changes sent to Vierbicher, they noted junkyards should only be removed from the Land Use ordinance and just leave it in the Zoning Ordinance rather than totally remove it.  If totally removed, it could open us up for a lawsuit by totally prohibiting them.  The DNR can issue a license for it, but it would still have to come to the Town for a permit which then can be denied.   Also need to amend spreadsheet for this to be a conditional use in the Commercial district.  This last change will go to Vierbicher on September 3.  Then they will finish the changes and send copies so the Planning Commission can start reviewing soon.

 

Discussion on signs and sign ordinance

In the Definitions under Home Occupations: change ‘Special Permit Users in the Rural District).’  to ‘Conditional Use Permit in the ARO District).’

 

Question on referencing sight triangles that is in the new version of the zoning ordinance in addition to the Placement section.

 

In the first paragraph under Permits, the second sentence  ‘Some signs exempt from permits include but are not limited to…’   insert:  ‘but not sign placement standards’ after the word ‘permits’.

 

Under Prohibited Signs, need to review what are streamers, pennants, ribbons, spinners, etc.  and how many are allowed.  Under Placement Standards, may need to except out No Trespassing signs.  Need definition of a realtor sign.  Need to look at setbacks. 

 

Continued discussion  will be tabled pending more info.

 

Discussion on camping and camping ordinance

All thought Town of Clearfield camping ordinance was very good.  Sanitation seems to be the key. Necedah was having problems with camping.  We may need different regulations for the southern part of the Town south of G compared to other parts of the Town.  Continue to review for discussion next time.

 

The next Planning Commission meeting to be September 30 at 5:30pm.

Ken Jax made a motion, seconded by Keith Korbein, to adjourn at 7:06pm.  Motion carried 5-0.
