Change from municipal assessment to county assessment

 

WHEREAS, the Wisconsin Department of Revenue (DOR) proposes to change from municipal assessment to county assessment that requires 100% assessment of every property every year; and,

WHEREAS, this proposal will cause an unfathomable waste of taxpayer dollars through extraordinary cost increases; and,

WHEREAS, citizens will only be able to access a few Board of Review proceedings throughout an entire county, which significantly decreases the ability of local knowledge to create accuracy in the assessment process; and,

WHEREAS, towns, cities, and villages are no longer in control of their own costs because the county will just send them a bill; and,

WHEREAS, the proposal is an unprecedented intrusion into local government by requiring the state to suggest a salary range for their assessment director and work with the county to set a county budget and number of employees; and,

WHEREAS, the DOR has cited assessor problems as part of their rationale, but has never revoked an assessor license despite having the authority; and,

WHEREAS, over the last five years the DOR has already required additional work and detailed information from assessors to improve the process; and,

WHEREAS, this proposals kills private sector jobs and grows public sector jobs; and,

WHEREAS, the DOR cites that Wisconsin is one of few states that has municipal assessment, but forgets to note the strong leadership of Wisconsin citizens, our state’s dedication to local input, and the simple lack of town government in many states;

NOW THEREFORE BE IT RESOLVED, that the Town of Germantown, Juneau County does hereby oppose the implementation of county assessment in Wisconsin and asks for the proposal to be removed from the budget; and,

BE IT FURTHER RESOLVED, that Towns are and have always been willing to work with the State of Wisconsin, fellow local government groups, and other stakeholders to continually improve the assessment process.

2015-03 Transferring Impact Fees to General Account

A Resolution of the Town Board of the Town of Germantown
Juneau County, Wisconsin

Resolution No. 2015-3

BE IT RESOLVED, by the Town Board of the Town of Germantown, funds totaling $24,143.69 will be transferred from the Impact Fees account to the General Fund for the purpose of paying 50% of the invoice from Docking Solutions for piers purchased and installed in Germantown Park.

2015-04 Paying Committee and Board Members

Town of Germantown
Juneau County, Wisconsin

Resolution 2015-4

WHEREAS, Committee and Board members are asked to attend meetings for the benefit of a single person/group and not for the benefit of the Town as a whole;

AND WHEREAS, the time and effort is normally without pay;

THEREFORE BE IT RESOLVED, that any Committee or Board member attending a meeting  that is specific to the benefit of one single person/group and not the community as a whole, will be paid at a rate of $15 per meeting at the expense of the person/group requiring said meeting.

2015-05 Adopting Wildfire Protection Plan

Resolution 2015-5

WHEREAS, the Healthy Forest Restoration Act of 2003 was created in order to reduce the threat of destructive wildfires while upholding environmental standards and encouraging early public input during review and planning processes, and

WHEREAS, The Town of Germantown has been identified as “Very High” in the Wisconsin Communities-at-Risk Assessment, and

WHEREAS, a Community Wildfire Protection Plan should be developed in any community that is listed as an “at risk” community in a federal or state risk assessment, and

WHEREAS, The Town of Germantown has worked cooperatively with other stakeholders to develop a Community Wildfire Protection Plan, and

WHEREAS, the intent of the plan is to help fire protection agencies, community leaders, natural resource professionals, and homeowners be better prepared for wildfire, and

WHEREAS, completion of a Community Wildfire Protection Plan will earn priority for funding hazardous fuels reduction projects carried out under the auspices of the Healthy Forest Restoration Act of 2003, and

WHEREAS, the Germantown Board of Supervisors has reviewed the draft of the Town of Germantown Community Wildfire Protection Plan and concurs with the final plan content.

NOW, THEREFORE BE IT RESOLVED that the Town of Germantown Board of Supervisors hereby adopts the Town of Germantown Community Wildfire Protection Plan.

2015-06 Adopting a Fee Schedule

Resolution 2015-6

WHEREAS, the Town of Germantown has removed the reference to fees and charges from all ordinances, and

WHEREAS, The Town of Germantown desires to have all fees and charges listed in one location,

NOW, THEREFORE BE IT RESOLVED that the Town of Germantown Board of Supervisors hereby adopts the Town of Germantown Fee Schedule.

2015-07 Changes to the Fee Schedule

Town of Germantown
Juneau County, Wisconsin

Resolution 2015-7 

WHEREAS, the Town of Germantown board has voted to raise the permit fee in the Fee Schedule from $10 to $20 for both Ordinance 4 – Driveway Access, and Ordinance 8 – Camping., and

WHEREAS, the Town of Germantown board has voted to rescind Ordinance 24, so the fees related to it need to be removed from the fee schedule.

NOW, THEREFORE BE IT RESOLVED that a quorum of the Town of Germantown Board of Supervisors hereby adopts the Town of Germantown Fee Schedule, dated November 10, 2015.

2015-08 Required Number of Election Workers

Town of Germantown
Juneau County

Resolution 2015-8

Section 7.32, Wis. stats., allows a municipal governing body to reduce the required number of election officials at a polling place from [7 or 5 (in a municipality where voting machines are used)] to no less than 3, and the town board has determined that it would be advantageous to the town to have only as many election officials on duty as are needed for a given election.

Therefore, the Town Board of the Town of Germantown, Juneau County, Wisconsin, by this resolution, adopted by a majority of the town board on a roll call vote with a quorum present and voting and proper notice having been given, resolves and declares as follows:

There shall be a minimum of 3 election officials on duty at every election. At the discretion of the town clerk, the requisite number of election officials may be increased for any election. However, the number of election officials working at a given election shall always be an odd number.

The town clerk shall properly post or publish this resolution as required under s. 60.80, Wis. stats.

2015-09 Official Newspaper

Resolution 2015-9

WHEREAS, in accordance with Wisconsin State Statute 985.05, the Town Board may designate one newspaper to be the official newspaper for publication of legal notices;

HOWEVER, any Town or Committee which is advertising a notice that is not required to be published as a legal notice may publish it in any local publication and/or posting;

THEREFORE, BE IT RESOLVED that the Town of Germantown and its Committees are authorized to publish all legal notices in the Juneau County Star Times, which is designated as the official newspaper for legal notices.
