BOARD OF DIRECTORS MEETING

Minutes

                                                                                  Held Remotely via Skype

                                                                                            April 9, 2020

                                                                                                 9:00 AM

 

Present: Board Members Jim Murphy, Jim Keene, Brad Pavloski, Pat Connors, Jim Marx,  Administrator Kathy Oliver, Tom Fitzwilliams from MSA, Rod Abbrederis (All members present via Skype)

Call to Order

The meeting was called to order at 9:00 AM via Skype. Notice was given and posted as required. Affadavit of Posting is attached.  

 

Wastewater/Compliance Update – Facility Plan, Concept and Cost Estimate

Tom Fitzwilliams presented a facility upgrade Plan Concept, Schedule and Cost Estimate. He explained the process and timeline for applying for loans and/or grants. MSA will handle the applications process per contract.  The upgrade is necessary to meet new, stricter requirements from the DNR for phosphorus compliance; improvements needed based on age & condition of the facility; along with a look to the future for anticipated growth of the district. The attached Plan outlines Toms’ presentation info. Jim Murphy asked about the odds of the District receiving a grant. Tom said that there is still plenty money available and he estimates our odds to be at least 80%. Brad Pavloski asked how many grant requests that MSA has made have ever been rejected. Tom said that over the last 3 years there have been zero rejections. Prior to that time (approx 2011-2018) odds were more like 50/50 for grant approval. There was discussion of  other loans and district funds available, and possible effect on annual rates for members. Following discussion Brad Pavloski made a motion to move forward with the project plan and for Jim Murphy to sign the contract from MSA for their services to do so. Motion was seconded by Pat Connors. Motion carried 5-0.

There was further discussion to hold a Public Hearing to present same information to the public.  It was decided that we will hold a virtual Public Hearing as a result of the COVID 19 social distancing guidelines currently in effect. Kathy will post notice, which will include information for the public to attend via Skype or by phone. Notice will also include Tom’s contact information for anyone to obtain a digital copy of the Facility Upgrade Plan after April 17. The hearing will take place on Thursday, April 30, 2020 at 9AM.

Brad Pavloski made a motion to adjourn at 9:43AM. With a second by Pat Connors the motion carried 5-0.

A motion was made by Brad Pavloski, seconded by Pat Connors, to adjourn at 9:43 AM.  Motion carried with all in favor.  The next board meeting is the Public Hearing scheduled for Thursday, April  30, 2020,  at 9:00AM. The next regular Board Meeting is scheduled for Thursday, May 14, 2020.
