Present: Board Members Jim Murphy, Pat Connors, Jim Marx, Jim Keene, Administrator Kathy Oliver, Tom Fitzwilliams from MSA

Call to Order

The meeting was called to order at 9:00 AM at the Half Moon Bay Clubhouse.

Minutes

A motion was made by Jim Keene, seconded by Jim Marx  to approve the minutes from the March 14, 2019 regular meeting. Motion carried 5-0.

Administrator’s Report

-Financial Status Summary Financial information was provided by Kathy Oliver, including bank account balances, accounts payable and accounts receivable.

-Connections Update There have been 12 connections YTD 2019. The Districts total connected members are now 431, unconnected members are 626, for an overall current total of 1057 members.

-Quickbooks Payroll Upgrade – We purchased an upgrade to the complete Quickbooks software to ensure that we are up-to-date. The version we were using was discontinued as of 5/1/19.

Wastewater Update – see next agenda item

Discussion and Possible Approval of MSA Contract for Wastewater Facility Plan Services

Tom Fitzwilliams from MSA reported that the TMDL Study has been approved by EPA Region 5 and our permit will be reissued in the next few months. Jim Murphy asked about the new limit for us and Tom explained that it is approximately 1 milligram per liter, which is very easily attainable with chemical treatment. He expects that the limit will go down in approximately 10 yrs, and will most likely still be attainable with chemical treatment. If not, then we would need to install a new filter system with a building, etc. His broad estimate of cost for the filter installation is about one million dollars. Tom’s recommendation is that the district consider all aspects of our facility as we plan for both phosphorus compliance and flows and loading. See attached “O’Dell’s Bay Sanitary District Wastewater Facility Upgrade Schedule” and plan for details. Tom explained the process and timeline to apply for funds and MSA will assist the district with applications. The fee to the District for MSA to provide wastewater facility planning services as outlined is $21,000.00. Pat Connors made a motion, seconded by Jim Keene, to approve the plan agreement with MSA as presented by Tom Fitzwilliams and begin the process according to the schedule included. Motion carried with all in favor.      

Discussion & Possible Action Regarding Installation of Pressure Sensing Devices

Tom Fitzwilliams explained that the District facility typically runs well below our PSI capacity in the low pressure sewer system. . It is anticipated that the PSI level rises during peak usage periods, when more members are using their vacation properties, etc. However, we are not aware of actual  impact. Tom proposed installation of Small Pressure Data Loggers, which measure pressure increases, and can be placed at different spots along the lines and moved around to find out if there are any problem areas.  Cost is about $540 per device. Jim Marx made a motion, seconded by Jim Keene, to approve MSA purchase, install and monitor up to 4 devices. Motion carried with all in favor.
