  1. Present: Board Members Jim Murphy, Pat Connors, Brad Pavloski, Jim Marx, Jim Keene, Administrator Kathy Oliver, Attorney Tim Homar, Hillary Sorge and Chris Iverson from MBE CPA’s

    Call to Order
    The meeting was called to order at 9:00AM at the Half Moon Bay Clubhouse

    Discussion – Financial Audit
    Hillary Sorge and Chris Iverson from MBE CPA’s presented some initial findings from the audit for fiscal year 2017 that was recently done. There are a few items that need to be completed/clarified before a final report can be done by MBE. Overall there were no discrepancies found, and the District Administrator has implemented changes that were suggested by Hillary during the audit. There are a few items that will be addressed in a Developers Agreement and in future Ordinance changes. Kathy Oliver will work with Hillary to complete the items still needed prior to the November 9 Board Meeting. MBE will prepare a final report after outstanding items are completed.   

    Discussion – District Ordinance & Developers Agreements
    Tim Homar, attorney for the District has reviewed the currently proposed draft of the Developer’s Agreement and had some recommendations for changes/additions to address all issues that could come up with respect to current and future developments within the District. Mr. Homar will prepare a revised draft of the Developer’s Agreement for possible board approval at the November 8, 2018 Board of Director’s meeting.  He also made some comments to clarify the process and procedures for public meeting requirements.

    A motion was made by Jim Marx, seconded by Brad Pavloski to adjourn at 10:30 a.m. Motion carried 5-0.
