Present: Chairman Gregg Haunroth, Supervisors Ken Jax, Skip Barton, Keith Korbein, Ray Feldman, Emergency Management Director Fred Cobbs, Assistant Emergency Management Director Christopher Leopold, Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther

Call to Order
The meeting was called to order at the Town Hall at 6:00 p.m.

Minutes
A motion was made by Keith Korbein, seconded by Ken Jax to approve the minutes from the March 13th regular board meeting and April 5th special board meeting.  Motion carried 5-0.

Treasurer’s Report
A motion was made by Skip Barton, seconded by Keith Korbein, to approve the Treasurer’s Report as printed.  Motion carried 5-0.

Checks
A motion was made by Skip Barton, seconded by Keith Korbein, to approve checks 10681-10717 totaling $34,254.58 and liabilities totaling $4,374.67.

Liquor License
A motion was made by Ray Feldman, seconded by Skip Barton, to approve a Class A Combination Liquor License, Tobacco License, and Soda License for Castle Rock Landing.  Motion carried 5-0.

Public Safety/Emergency Management
March calls:  Ambulance 8, Police 41, Fire 5

AT&T was in the area looking for locations to put a tower for Emergency Services radio communication.  There are three spots being looked at:  Hwy G where the old town hall was located, in the old brush dump, and behind the public works building.  Fred Cobbs stated he would recommend Hwy G as it is the highest point in the township.

A book has been provided to Mauston Area Ambulance and the Juneau County Communications Center that encompasses pre-determined HELP (Helicopter Emergency Landing Points) sites. These HELP sites are located throughout the County and additional sites are being considered and may be added at a later date. MAAA worked with Gundersen Air in preparing this book.

Roads
Cutting and clearing of the right of way in Buckhorn Acres has been completed.  Brush removal is currently going on and the grinder will be in soon.  Stump removal will also begin soon, and the roads may be ready for blacktop as soon as Memorial Day.

Possible 2018 road work would include:  Seal coating Petras, Godfrey, Zielinski, and portions of 30th and 17th.   Cold mix could be done in Castle Rock Estates.  Crack filling would be done in the town hall parking lot.  It was recommended that the parking lot then be covered with a slurry which was used on Meadow Drive in Half Moon Bay.  It has held up well over time.  Once that is completed the parking lot would be striped for parking spots.

Parks/Hall
A deep clean of the town hall will be scheduled.  A list of updates and repairs should be made for consideration during budget time each year.

Board Reports

Ray Feldman: Ray obtained information from several waterfront areas on how they handle boat noise complaints.  Discussion has begun at the Sheriff’s Committee meetings on how to regulate this.  Tickets could be written on state statute.  The Town may need to consider an ordinance that would allow tickets to go through the Municipal Court.

Ken Jax: Ken would like to have Delmore Consulting come in and give a presentation on doing a road and culvert analysis.  This would give the town historical data when it comes to road and culvert construction, upkeep and repair, PASER ratings, and assist in annual road planning.

Gregg Haunroth:  Work should be planned on the bridge in Germantown Park.  It is in disrepair and funds to repair the bridge have been budgeted for.  The DNR has been consulted on how this project can be carried out.

The Juneau County snowmobile clubs have begun meeting about creating and alliance.  The alliance would take over the maintenance of the trails.

Keith Korbein: ATV use is on the rise for the season.  Some addition signage needs to be put up.

Skip Barton: Skip is working with Fred Cobbs to obtain poles for wind socks at emergency helicopter landing points.

Zoning Administrators Report
No Report

Permits
4 permits for March.  None were for new homes.
