Present:  Chairman Gregg Haunroth, Supervisors Jim Collis, Dale Simonson, Ray Feldman, Zoning Administrator Dick Martin, Emergency Management Director Fred Cobbs, Clerk/Treasurer Susan Ganther, Administrative Assistant Linda Salzwedel
Absent:                Supervisor Skip Barton

The meeting was called to order at 6:00 p.m. in the Town of Germantown.

Minutes
A motion was made by Jim Collis, seconded by Ray Feldman to approve the minutes from July’s meetings.  Motion carried 4-0.

Treasurer’s Report
A motion was made by Jim Collis, seconded by Ray Feldman, to accept the Treasurer’s report as printed.  Motion carried 4-0.

Vouchers
A motion was made by Jim Collis, seconded by Ray Feldman, to accept vouchers 25899-25916 totaling $89,957.72 and EFTs totaling $5,813.03.  Motion carried 4-0.

O’Dells Bay Swim Area
A motion was made by Dale Simonson, seconded by Jim Collis, to approve O’Dells Bay’s application for the placement of a beach with the stipulations that it be no more than 50% of the available area and if proper dimensions are not kept that they be corrected at the cost of the applicant.  Motion carried 4-0.

Hunting in the Town of Germantown
It was discussed whether hunting on Germantown owned property could be done while complying with state laws regarding the discharge of firearms.  It was agreed that the state law should be consulted before making any decision on whether or not to allow hunting on land owned by the Town.

Fee Schedule
A motion was made by Jim Collis, seconded by Gregg Haunroth, to accept the fee schedule recommended by the Planning Commission.  Motion carried 4-0.

Ordinance Verbiage
A motion was made by Jim Collis, seconded by Gregg Haunroth, to approve the removal of references to fees from Ordinances 2, 4, 7, 8, 9, 13, 14, 18, 23, 24, 30, 31, 34, 35, 36, 37, 38, 43, 44, 46, 47, 50, 51, 52, 52A and to add wording to those ordinances indicating the use of the fee schedule.  Motion carried 4-0.

Ordinance Repeal
A motion was made by Ray Feldman, seconded by Gregg Haunroth to repeal the following ordinances:

1                              Regulating the Speed of Motor Boats

2A                           Amending License Fees

3                              Regulating Litter

6                              Establishing a New Bulkhead Line

21                           Jurisdiction of Duties of the Constable

Motion carried 4-0.

Emergency Management
Emergency Service calls for July:  ambulance 12, fire 5, property crimes 12, crimes against persons 14, accidents 4, noise fireworks 14, alarms 7, traffic 32, warrants 1, follow up investigation 8, miscellaneous 8.

Approval to move forward with dry hydrants was received.  They will be located on Buckhorn G and Lake Street.

The Community Wildfire Protection Program summit being organized by the DNR has been canceled.

The new radios will be installed in the vehicles on Wednesday the 12th.

Ray Feldman mentioned that the Sheriff’s Committee discussed the danger of the intersection at Hwy 58 and Hwy G.  There have been several serious accidents there.  The state will be consulted.

Roads
The summer projects have been completed.  Work will begin in Castle Rock Estates soon.  19th Street will be one of the projects planned for 2016.

Parks
Water levels around the piers is low.  A 20’ extension may be considered to get out to deeper water.

There may be a possible clean-up day in October at Germantown Park followed by a cook out for volunteers.

It is possible that there will be new trees planted in the spring at Germantown Park.

Final proof is being approved for the park sign.

Board Reports
Jim Collis spoke to a party who is renting the Town Hall in October for a wedding and would like a fireworks permit.  The party was asking the general question on whether an application would be considered given that a professional fireworks company would be performing the show.  The board saw no reason not to consider an application as long as proper documentation and planning was submitted.

Zoning
14 permits were issued in July.  8 were for new houses.

Public Comment
A resident asked about placing a detailed list of the monthly Emergency Services calls in the Town on the website.

A resident asked about excavating around the piers to get more depth as opposed to moving them.

The Town Assessor stated the date for Open Book will be on September 11 from 10 a.m. to 6 p.m. and Board of Review will be September 18 from 6 p.m. to 8 p.m.

A motion was made by Jim Collis, seconded by Gregg Haunroth, to adjourn at 7:10 p.m.  Motion carried 4-0.
