Present: Chairman Gregg Haunroth, Supervisors Skip Barton, Jim Collis and Ray Feldman, Zoning Administrator Dick Martin, EM Director Fred Cobbs, Administrative Assistant Linda Salzwedel

Presentation from Chris Leopold of Mauston Area Ambulance Association
Chris Leopold gave a presentation about MAAA. The paramedic program is here to stay. Jeremy Becker also presented and said he came in knowing there was no business plan, the budget was in deficit and that it would be a challenge to get through the rest of the year. They have created a budget to make them financially stable for years to come. The budget was presented to the board.
Supervisor Ray Feldman asks what other areas are organized similarly to how they want to organize the Mauston area – Jeremy says that Baraboo and Dells-Delton are similar. We will be a district – not county wide.
Chris points out that Medicare and Medicaid cause a lot of write-off. They have a new biller starting to work for them shortly that will be charging a lot less than what was being paid before. The new biller is going to be working with a collection agency to help with old bills that are collectable, as well.
Ray asks how will they be making it fair for all townships. Jeremy said the same mill rate will be the most fair. Gregg says the public will be questioning that so we will need their help to explain.
Ray says we need to find the statutory regulation that applies. Jeremy says they have the statute – he will get it to us. We will send representation to the next MAAA meeting.
Minutes
A motion was made by Jim Collis, seconded by Skip Barton, to approve the minutes from the July board meeting after removing the reference to there being a new owner of Buckhorn Store, and also from the joint meeting with the Planning Commission. Motion carried 4-0.
Vouchers
A motion was made by Jim Collis, seconded by Skip Barton to approve vouchers 26586-26647 totaling $77,993.06 and EFTs totaling 6,094.38. Motion carried 4-0.
Resolution 2016-2 Amending the 2016 budget
A motion was made by Skip Barton, seconded by Jim Collis, to approve Resolution 2016-2 Amending the 2016 budget. A roll call vote was taken: Skip Barton – Y, Gregg Haunroth – Y, Jim Collis – Y, Ray Feldman – Y. Motion carried 4-0.
Operator’s License
A motion was made by Skip Barton, seconded by Dale Simonson, to approve an Operator’s License for Melissa A. Peasall for Portofino Bay. Motion carried 4-0.
Discussion and possible approval of support to Wisconsin Independent Assessing Officers Assn
Gregg Haunroth mentioned that our assessor Claude Riglemon says the changes to the assessments for 2016 are going to go to the county level to take it out of the municipalities’ hands. The Wisconsin Towns Association and the local assessors are against that. We want to keep that power here. An association has been formed to get support for keeping the power where it is instead of going to the county.
A motion was made by Jim Collis, seconded by Skip Barton, to join and support the WIAOA, at $100 per year. Motion carried 4-0.
Review the proposed revisions and additions to the Sand Point Lake PUD #14 General Development Plan and Specific Implementation Plan with possible action to approve to go forward.
Gregg Haunroth read the motion from the Planning Commission minutes that recommended to the board to go forward. Ray Feldman asks if the Pavloski’s are in agreement and Brad Pavoloski replied that they are. A motion was made by Jim Collis, seconded by Skip Barton to approve the revisions and additions to Sand Point PUD #14 GDP and SIP as read. Motion carried 4-0.
Public Safety / Emergency Management Report
July calls for Emergency Services: 3 Fire, 16 Ambulance, 11 Alarms, 5 Misc, 11 Traffic, 16 Traffic Stops. Total 61
There are radio problems with one tractor, and that will be corrected within the next week.
Roads
All summer projects are done. We are doing some shouldering and working in the brush dump. Ray asked about the 5-year plan that the Regional Planning asked for. Dick said he already gave that to them. Ray asked what their next step is. Dick says they will analyze and hopefully get back together with us.

Ray made a suggestion that all info relative to the meeting be sent out in advance so that they aren’t seeing it for the first time at the meeting.
Zoning and Building Permits
There were 12 permits for the month and 4 new homes.

A motion was made by Jim Collis, seconded by Skip Barton, to adjourn at 6:55 p.m. Motion carried 4-0.
