Present:  Chairman Gregg Haunroth, Supervisors Skip Barton, Keith Korbein, Ken Jax, Ray Feldman (late), Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther, Deputy Clerk/Treasurer Michaele Korbein, Assistant Emergency Management Director Christopher Leopold

Absent: Emergency Management Director Fred Cobbs

 

Call to Order

The meeting was called to order at the town hall at 5:30 p.m.

 

Minutes

A motion was made by Ken Jax, seconded by Skip Barton, to approve the minutes from October’s and November’s meetings.  Motion carried 4-0.

 

Bank Reconciliation

A motion was made by Skip Barton, seconded by Keith Korbein, to accept the bank reconciliation.  Motion carried 4-0.

 

Checks

A motion was made by Skip Barton, seconded by Keith Korbein, to approve checks 11720-11779 totaling $59,452.69 and EFT’s totaling $5298.17.  Motion carried 4-0.

 

2018 Audit

A motion was made ty Skip Barton, seconded by Keith Korbein, to accept the 2018 audit.  Motion carried 4-0.

 

2020 Budget

A motion was made by Keith Korbein, seconded by Skip Barton, to approve the 2020 budget.  A roll call vote was taken: Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y.  Motion carried 4-0.

 

Necedah Fire Contract

A motion was made by Ken Jax, seconded by Skip Barton, to approve the 2020 Necedah Fire Department contract.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y.  Motion carried 4-0.

 

Election Poll Workers

A motion was made by Skip Barton, seconded by Ken Jax, to approve Michaele Korbein, Rosie Balsiger, Susan Ganther, Elayne Heintz, Lynne Domask, Leilani Launderville, Sandy Kriese, Keith Korbein, Linda Walker, Keith Walker, Jan Brendle, Kathryn Hannagan, Richard Verhaeghe, Mary Verhaeghe, Riley Ganther, Denise Cobbs, Patti Phillips, Courtney Newton, Billie Jo Scharfenberg, and William Korbein, as poll workers for 2020-2021.  Motion carried 3-0 with 1 abstention.

 

Resolution 2019-9 2019 Budget Amendment

A motion was made by Keith Korbein, seconded by Skip Barton, to approve Resolution 2019-9 amending the 2019 budget.  A roll call vote was taken: Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y.  Motion carried 4-0.

 

Personal Property Taxes

Tabled to a future meeting.

 

Voting Equipment Purchase

A motion was made by Skip Barton, seconded by Keith Korbein to approve the purchase of voting equipment from Command Central.  Motion carried 4-0.

 

Emergency Management/Public Safety

Mauston Area Ambulance has been upgraded to a critical care service beginning January 1, 2020. 

 

Roads

16th Avenue has had some temporary repairs done to it.  True repairs and improvements will not be able to be completed until the beaver dams can be destroyed and ditches can have water properly move through them.   The dams will not be destroyed until the beavers can be trapped and moved out of the area.  The town is working with the USDA to make this happen.

 

Parks

An application was submitted for a 90%-10% grant to help pay for bike/walking paths.

 

Board Reports

Zoning Permits

2 permits were issued in November.

 

Closed Session

A motion was made by Ken Jax, seconded by Skip Barton to go into closed session.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

Open Session

A motion was made by Skip Barton, seconded by Keith Korbein, to go into open session.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

 

2020 Payroll

A motion was made by Gregg Haunroth, seconded by Ken Jax, to give a 3% raise to Susan Ganther, Dick Martin, Randy Mullenburg, Michaele Korbein, Fred Cobbs, and Christopher Leopold.  Motion carried 5-0.

 

Recommendation of Sheriff’s Department Liaison 

A motion as made by Gregg Haunroth, seconded by Skip Barton, to approve a recommendation to Sherriff Oleson to assign Deputy Adam Morris as Town of Germantown liaison.  Motion carried 5-0.

 

A motion was made by Skip Barton, seconded by Keith Korbein, to adjourn at 7:58 p.m.  Motion carried 5-0.
