Present: Chairman Gregg Haunroth, Supervisors Jim Collis, Skip Barton, Dale Simonson, Ray Feldman, Emergency Management Director Fred Cobbs, Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther

Absent: None
Meeting was called to order in the Town of Germantown at 6:00 p.m.

Minutes
A motion was made by Jim Collis, seconded by Skip Barton to accept the meeting minutes from the January meetings.  Motion carried 5-0.

Bank Reconciliation/Vouchers
A motion was made by Skip Barton, seconded by Dale Simonson, to accept the bank reconciliation and approve vouchers 25573-25620 totaling $36,502.57 and EFT’s totaling $4,620.90.  Motion carried 5-0.

Operator’s License
A motion was made by Ray Feldman, seconded by Dale Simonson, to approve the Operator’s License application of Elizabeth Easton.  Motion carried 3-0 with 2 abstentions.

Mauston Ambulance Fly Car
A motion was made by Dale Simonson, seconded by Ray Feldman to approve an additional $6,000 donation in 2016 towards the paramedic fly car and to finance the purchase of the fly car to be paid by Mauston Ambulance in full by December 31, 2016 per revised section 6 of service contract with Mauston Ambulance.  Motion carried 5-0.

Mauston Ambulance Contract
The board submitted to MAA a request for the following changes to be made to the contract which is currently in negotiations:

Under section 1. Change to read 90 days instead of 30
Under section 2. Change to read 90 days instead of 30
Add a statement under 4. Germantown will match other member per cap rates starting in 2016.
6. Add this statement. Germantown equivalent one-time payment will be: 1) purchasing the fly car at a discounted municipality rate, finance the fly car @ no interest with final payment due by 12/31/16, $6,000 donation in 2015 and $6,000 donation in 2016.
8. Strike
9. Add: Germantown will participate in the budget process including revenue and expense models, depreciation, debt collections and other member activities.

The changes will be brought before the MAA board at their next meeting for approval.

Emergency Management
January Activity  – Police 44 calls, Ambulance 11 calls,  New Lisbon Fire 0 calls, no information was made available by Necedah Fire and Rescue

2014 Activity – Police 1,026 calls, Ambulance 102 calls, New Lisbon Fire 7 calls, No information was made available by Necedah Fire and Rescue

A grant was received to have radios re-programmed.

Another tabletop exercise will be developed that will focus more on the responsibilities of the town board in the event of an emergency.

Roads
Dick Martin and Gregg Haunroth will look at roads when snow melts.  The current plan will be to do Hot Mix on 30th from 19th to where the work was completed last year, seal coat 43rd, and dig up a section of road in Castle Rock Estates to determine how extensive the work will be and the cost of such work to replace the roads within the subdivision that had tree stumps and debris buried under them when originally constructed.

Parks
Jim Collis is still exploring the possibility of placing piers in Germantown Park.

Board Reports
Gregg Haunroth – Germantown will again join the Juneau County Economic Development Corp.

Gregg Haunroth – Susan has begun working with the new auditors.

Gregg Haunroth – The board members received the results of the 2013 audit.

Gregg Haunroth – The board will be looking at updating the Comprehensive Plan for the Township.

Zoning
There has been an application for a Holding Tank Variance.

No building permits were issued.

Public Comment
Bill Bruce recommended that board members consider attending meetings and training sessions held by the Wisconsin Town’s Association.

A question was raised about liability to the Town when installing piers in the park.

Closed Session
A motion was made by Dale Simonson, seconded by Jim Collis, to move into closed session per State Statute 19.95(1)(c).  A roll call vote was taken.  Haunroth – Y, Collis – Y, Barton – Y, Simonson – Y, Feldman – Y.  Motion carried.

Open Session
A motion was made by Jim Collis, seconded by Skip Barton to move into open session per State Statute 19.85(2).  A roll call vote was taken.  Haunroth – Y, Collis – Y, Barton – Y, Simonson – Y, Feldman – Y.  Motion carried.

A motion was made by Dale Simonson, seconded by Jim Collis, to raise the wages of Assistant Town Worker Randy Mullenburg to $17.00 per hour.  Motion carried 5-0.

Mauston School District
Representatives from Mauston School District informed the board about Referendum questions that will be a part of the April election.  A link will be placed on the election page of the Town’s website to provide information to voters in the Mauston School District.

A motion was made by Jim Collis, seconded by Dale Simonson, to adjourn at 7:16 p.m.  Motion carried 5-0.
