Present:               Chairman Rosetta Boyle, Supervisors Jim Collis, Gregg Haunroth, Dale Simonson and Ray Feldman, Emergency Management Director Fred Cobbs, Clerk/Treasurer Susan Ganther, Town Officer Cameron McChesney

Absent:                 Zoning Administrator Dick Martin

 

The meeting was called to order at 7:00 p.m. in the Town of Germantown.

A motion was made by Jim Collis, seconded by Dale Simonson, to approve the minutes from the February 11, 2014, Regular Town Board Meeting.  Motion carried.

A motion was made by Dale Simonson, seconded by Jim Collis, to accept the Treasurer’s Report and the Bank Reconciliation.  Motion carried.

A motion was made by Gregg Haunroth, seconded by Dale Simonson to approve applications from Joanna O’Halloran and Aubrey Picklesimer for Operator’s Licenses.  Motion approved with Jim Collis abstaining.

A motion was made by Rosetta Boyle, seconded by Dale Simonson, to set the date of the Annual Meeting for April 19, 2014 at 10:00 a.m.  Motion carried.

A letter from Attorney Dean Richards requesting a delay in the Board’s decision on a resolution regarding the Sanitary District was read into the record.  After much discussion a motion was made by Dale Simonson, seconded by Ray Feldman, to table a decision until the May 13, 2014 meeting on the resolution regarding the Sanitary District.  Motion carried.

Emergency Management

Fred Cobbs, Bill Bruce and Susan Ganther met with representatives from the County and State to discuss organizing a workshop for board members with a “tabletop” exercise to be held in the fall.

The DNR will have a display with information at the Annual Meeting.

Roads

Roads Supervisor Dick Martin advised that road projects for this spring should take place on 30th Street and 19th Avenue S.  A motion was made by Jim Collis, seconded by Gregg Haunroth, to seek bids for these two projects.  Motion carried.

Parks/Hall

Town worker Jeff Keating requested that the town look into replacing existing light bulbs on the sign in front of the town hall with LED lights.

Board Member Reports

Gregg Haunroth reported that the 15th Street boat launch repair/construction had been completed.  The project came in under budget.  Additional consideration is being given to creating a turn-around near the launch for boats to be prepped before launching or to be prepared for travel once leaving the water.  The land will need to be marked to clarify ownership between the town and a neighboring landowner.

A public hearing was scheduled for May 13, 2014 at 6:30 p.m. regarding outdoor music within the township.

Gregg Haunroth will be working with Susan Ganther to produce monthly budget figures for the Board’s review.

Zoning Administrator’s Report

There were no permits issued since the last meeting.

Vouchers

A motion was made by Gregg Haunroth, seconded by Dale Simonson, to approve vouchers and checks 17234-137374 totaling $45,289.30 and EFT’s totaling $9,148.22.  Motion carried.

A resident asked if anyone had followed up on his request to look at street lights on Clearwater Drive that shine into neighboring houses.  It was noted that any changes that could be made would be at great expense to the developer and there is no Ordinance that addresses outdoor/street lighting to require any action be taken.
