Present:               Chairman Gregg Haunroth, Supervisors Skip Barton, Dale Simonson, Jim Collis, Clerk/Treasurer Susan Ganther, Emergency Management Director Fred Cobbs, Administrative Assistant Linda Salzwedel
Absent:                Supervisor Ray Feldman, Zoning Administrator Dick Martin

Call to Order
The meeting was called to order at the Town Hall at 5:50 p.m. following a public hearing on the Sanitary District.

Minutes
A motion was made by Jim Collis, seconded by Dale Simonson to accept the February meeting minutes.  Motion carried 4-0.

Treasurer’s Report and Reconciliation
A motion was made by Jim Collis, seconded by Dale Simonson, to accept the Treasurer’s Report and account reconciliation as presented.  Motion carried 4-0.

Vouchers
A motion was made by Jim Collis, seconded by Dale Simonson, to approve 26295-26353, 1165-1169 and 1197-1199 totaling $2,900,944.62.  Motion carried 4-0.

Sanitary District
A motion was made by Dale Simonson, seconded by Skip Barton to approve the addition of 5 parcels to Sanitary District 1 pending confirmation from the Sanitary District on the impact on capacity, and confirmation of the location of 1 parcel of land.  Motion carried 4-0.

Library
A motion was made by Dale Simonson to approve a donation to the New Lisbon Public Library in the amount of $1000.  Motion carried 4-0.

Resolution 2016-1 Public Participation Plan
A motion was made by Dale Simonson, seconded by Jim Collis, to approve Resolution 2016-1 Public Participation Plan as recommended by the Regional Planning Commission.  Motion carried 4-0.

Ordinance 53 Split Shifts for Election Workers
A motion was made by Skip Barton, seconded by Dale Simonson to approve Ordinance 53 allowing for the split shifts of election workers.  Motion carried 4-0.

Ordinance 23 Relating to Signs
Tabled until a future date.

Ordinance 26 Park Committee
Changes to the ordinance include making wording more consistent and up to date and to remove unnecessary wording.

A motion was made by Jim Collis, seconded by Dale Simonson, to approve updates to Ordinance 26.  Motion carried 4-0.

Operator’s License
A motion was made by Gregg Haunroth, seconded by Dale Simonson, to approve Elyssa Sheley for an Operator’s License pending Deputy Green’s background check.  Motion carried 3-0 with 1 abstaining.

A motion was made by Jim Collis, seconded by Dale Simonson, to approve Karyn Fank for an Operator’s License.  Motion carried 3-0 with 1 abstaining.

A motion was made by Dale Simonson, seconded by Jim Collis to approve Ashley Manthy for an Operator’s License.  Motion carried 4-0.

Emergency Management
February calls:  35 Police, 1 Fire, 8 Ambulance All Town board members and employees should go to the County Personnel office to have pictures taken for ID badges to be worn in an emergency management event.

Roads
The board has received an estimate for road work over and above the current budgeted and planned projects.  It will be reviewed to decide which projects should be sent out for bids.

Parks
The Town will look at having Bolig’s grind or pull out all tree stumps in the park when they are here putting in the access road.

Board Reports
Dale Simonson would like the board to consider approaching the cellular providers about putting a booster or tower in the Township to improve service.

Zoning
No permits issued.

A motion was made by Skip Barton, seconded by Jim Collis, to adjourn at 6:21 p.m.  Motion carried 4-0.
