Call to Order
The virtual meeting was called to order at 5:34 p.m.
Minutes
A motion was made by Keith Korbein, seconded by Skip Barton, to approve the minutes from both the February 9, 2021 and the February 11, 2021 meetings. Motion carried 4-0.
Treasurer’s Report
A motion was made by Keith Korbein, seconded by Skip Barton, to accept the Treasurer’s Report.
Motion carried 4-0.
Bank Reconciliation
A motion was made by Keith Korbein, seconded by Skip Barton, to accept the Bank Reconciliation. Motion carried 5-0.
Checks
A motion was made by Keith Korbein, seconded by Skip Barton, to approve checks 12483-12528 totaling $50,410.96 and EFT’s totaling $5,764.07. Motion carried 4-0.
Operator’s License
None.
Discussion and possible approval of Resolution 2021-1 Expanding the Boundaries of Sanitary District #1
A motion was made by Ken Jax, seconded by Keith Korbein, to approve Resolution 2021-1 expanding the boundaries of Sanitary District #1. A roll call vote was taken. Jax – Y, Barton – Y, Haunroth – Y, Korbein – Y. Motion carried 4-0.
Discussion and possible action to reaffirm Ordinance 39-B
Impact Fee Ordinance 39-B approved in January included the fees themselves, but they should have been listed in the Fee Schedule instead. Wording would be inserted in 39-B to reference that impact fee amounts can be found in the fee schedule. A motion was made by Skip Barton, seconded by Ken Jax, to reaffirm Ordinance 39-B with the impact fee amounts removed and the reference to the fee schedule inserted. A roll call vote was taken. Jax – Y, Barton – Y, Haunroth – Y, Korbein – Y. Motion carried 4-0.
Discussion and possible approval of Resolution 2021-2 Amending the Fee Schedule
The impact fees are not changing, just being moved from Ordinance 39-B to the Fee Schedule.A motion was made by Keith Korbein, seconded by Skip Barton, to amend the fee schedule with the inclusion of the impact fee amounts. A roll call vote was taken. Jax – Y, Barton – Y, Haunroth – Y, Korbein – Y. Motion carried 4-0.
Discussion and possible action on garage door repair and expansion on public works buildings
Equipment is large and overhead door side clearances are small. One garage door was hit. Cost to repair the garage door is $4522.00; a check came from the insurance company for $4264.73, leaving $257.20 not covered. A motion was made by Skip Barton, seconded by Ken Jax, to accept the $4264.73 payment received from the insurance claim to get the repair done. Motion carried 4-0.
There is concern about hitting the door in the other building as side clearance is even less. A quote to for expanding the door/framing was $8046, and $9364 if we include an electric opener with eye. A motion was made by Skip Barton, seconded by Keith Korbein, to approve the expansion of the door on the other building and include an electric opener with eye. Motion carried 4-0.
Public Safety
No report.
Roads
A list of road work project areas was read that Dick Martin will be getting quotes on.
Zoning
9 permits issued in February. 8 were for new houses.
Parks/Building
There will be a virtual meeting on March 23, 2021 at 5:30 to review input regarding the park.
Board Reports
Skip Barton – Nothing.
Ken Jax – High Ridge needs speed limits signs. Also, the No Golf Cart signs need to be put up this spring.
Keith Korbein – With the warming weather, people need to watch out for ATVs and UTVs.
Gregg Haunroth – Since the building inspector Tracy Johnson submitted his resignation effective April 16, 2021, they will be looking into hiring a new building inspector.
Public Comment
Questions were asked where the multi-use trail would be. Concerns were voiced about the driver causing the damage to the garage door. Questions on if we are in litigation and what our attorney’s rate and hours into the case are. Several commented they would like to go back to in-person meetings instead of virtually. One noted hearing people against the park improvements.
