Present: Chairman Gregg Haunroth, Supervisors Ken Jax, Keith Korbein, Skip Barton, Zoning Administrator Dick Martin, Emergency Management Director Fred Cobbs Assistant Emergency Management Director Christopher Leopold, Deputy Clerk/Treasurer Michaele Korbein
Absent: Supervisor Ray Feldman, Clerk/Treasurer Susan Ganther
Call to Order
The meeting was called to order at the Germantown Town Hall at 6:00 p.m.
Minutes
A motion was made by Keith Korbein, seconded by Skip Barton, to approve the minutes from both the April13, 2021 and the April 20, 2021 meetings. Motion carried 4-0.
Treasurer’s Report
A motion was made by Skip Barton, seconded by Keith Korbein, to accept the Treasurer’s Report.
Motion carried 4-0.
Bank Reconciliation
A motion was made by Skip Barton, seconded by Keith Korbein, to accept the Bank Reconciliation. Motion carried 4-0.
Vouchers and Checks
A motion was made by Skip Barton, seconded by Keith Korbein, to approve checks 12588-12630 totaling $144,548.57 and EFT’s totaling $5,397.73. Motion carried 4-0.
Discussion and possible approval of Proposal for Bidding and Construction Administrative Work for Phase 1 of Town Park Design
Survey could happen in next few weeks, then wetland delineation. It would be 6-7 months to get ready for winter bidding for spring construction to happen, to be able to wrap up construction by late summer. Would like to engage the DNR after survey is done and invite the county to the kick-off meeting. Noted that other studies may be needed that are not part of this agreement, such as traffic study or emergency services or other. A motion was made by Ken Jax, seconded by Keith Korbein, to approve going forward with the proposed services as discussed for Phase 1 of the Town Park. A roll call vote was taken. Jax – Y, Barton – Y, Haunroth – Y, Korbein – Y. Motion carried 4-0.

Appointment of Committees
Tabled to next month’s meeting. Current committee positions will continue until that meeting.
Appointment of Emergency Management Director and Deputy Director
A motion was made by Skip Barton, seconded by Keith Korbein, to approve Fred Cobbs as Emergency Management Director and Chris Leopold as Emergency Management Deputy Director. Motion carried 4/0.
Discussion and possible approval of Resolution 2021-3 Amending the 2021 Budget
A motion was made by Keith Korbein, seconded by Ken Jax, to approve Resolution 2021-3 amending the 2021 budget. Motion carried 4-0.
Discussion and possible approval of Ordinance 8 Regulating Camping
A motion was made by Ken Jax, seconded by Skip Barton, to approve the updated Ordinance 8 Regulating Camping. Motion carried 4-0.
Discussion and possible approval of placing a lift station generator partially in town right of way
Tabled to next month, pending additional information.
Annual Report from Mauston Ambulance
Mauston Area Ambulance Director Chris Leopold presented their Annual Report, with a Thank You to Walker Stainless for their initial Covid supplies. Covid stimulus funds received helped pay for training and new equipment
Committee Reports:
-Public Safety/Emergency Management:
New radio will be purchased for the tractor. The area for the helipad will be improved to make it level.
The Special Needs Registry is five years old and needs to be re-done; they will need to coordinate inserting a notice in the year-end tax bills to update any special needs information.
-Roads
Seal coating should be done by July. A replacement overhead door is proving to be a challenge to locate.
Work will be done at the intersection of 16th and Water to improve visibility and safety.
-Zoning/Administrators Report
22 permits issued in April, of which 14 were for new homes. 37 total new home permits issued to date.
-Parks/Town Hall/Buildings
Discussed earlier in the meeting.
Board Reports
-Skip Barton – Nothing.
-Keith Korbein – Nothing.
-Ken Jax – Nothing.
-Gregg Haunroth – Other grants are available that the Town can go after which are not large like the Stewardship grant was, so they would be something the Board can work on themselves.
