Call to Order
The meeting was called to order at 5:42 at the town hall.

Resolution 2018-4
A motion was made by Ken Jax, seconded by Skip Barton to approve Resolution 2018-4 Vacating Bean Lane.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

Resolution 2018-8 Sanitary District Expansion
A statement was read by residents of parcels adjacent to the expansion parcels.  The board stated that with additional expansion the sanitary district will have to financially plan for a time when the capacity of the district will have to be increased.  Currently the district has the capacity to service all platted land within its boundaries.  It was also stated that history has shown that it is very important to have any lake front parcels included into the sanitary district and to not have septic systems close to the lake.  A motion was made by Keith Korbein, seconded by Skip Barton, to approve Resolution 2018-8 Expansion of the Boundaries of O’Dell’s Bay Sanitary District.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.

Private Road Between Castle Rock Gardens and Portofino Bay
Residents of Castle Rock Gardens are asking the board to look at a private road that lays between Big Oak Drive (town road) and Vista Circle (private road) in the Portofino Bay PUD.   This private, unnamed road is being used to create at through street from Big Oak Drive to Vista Circle. Big Oak Drive is designated as a dead end (cul de sac).  Residents feel that through traffic is a hazard.  The private road was built to provide public access to Castle Rock Lake which is a requirement for the owners of Portofino Bay to keep the ownership of the land.  The Town will work with the Castle Rock Gardens residents to find a solution that is agreeable to all parties involved.

Minutes
A motion was made by Keith Korbein, seconded by Skip Barton, to approve the minutes from the April regular meeting.  Motion carried 5-0.

Bank Reconciliation
Financial information was provided.  A motion was made by Ray Feldman, seconded by Keith Korbein, accept the Treasurer’s Report.  Motion carried 5-0.

Checks
A motion was made Ken Jax, seconded by Keith Korbein, to approve checks 10718-10782 totaling $28,594.11 and EFT’s totaling $4,556.97.  Motion carried 5-0.

Resolution 2018-9 Appoint Clerk/Treasurer, if Qualified, to Board of Review
A motion was mad by Skip Barton, seconded by Keith Korbein, to approve Resolution 2018-9 Appoint Clerk/Treasurer, if Qualified to Board of Review.  Motion carried 5-0.

Resolution 2018-10 Budget Amendment
A motion was made by Skip Barton, seconded by Ken Jax to approve Resolution 2018-10 Amending the 2018 Budget.  Motion carried 5-0.

Tractor Loan
There was discussion on two options on how to structure the tractor loan with Bank of Mauston.  One would be financing the tractor in it’s entirety and the other would be financing the tractor with a planned principle paydown at the end of 2018.  The funds for the principle paydown would be from the budget line item “Reserve for Future Purchase”.

A motion was made by Ken Jax, seconded by Ray Feldman, to approve financing the tractor with a principle paydown at the end of 2018.  Motion approved 5-0.

Ordinance 56 Relating to Confidentiality of Income and Expense Records
It was stated that the purpose of this ordinance is to provide land owners who need to provide financial information when coming before the Board of Review the assurance that such financial information would be confidential and exempt from being public record subject to open records request per state statute.

A motion was made by Ray Feldman, seconded by Skip Barton, to approve Ordinance 56 Relating to Confidentiality of Income and Expense Records.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

Public Safety
Calls for April:  Ambulance 12, Police 27, Fire 1

New Lisbon Fire contract is up at the end of the year.  Fred Cobbs will set a meeting with the fire chief and mayor to discuss.

The polls for the wind socks will be installed shortly.

Fred Cobbs will be meeting with Juneau County Emergency Management Director to discuss an update to Germantown’s Emergency Operations Plan.  

Roads
Notice for bids is in the newspaper now.  Bids are due by May 21st.

Any budgeted funds that are left over after work is completed should be used to repair dips in the roads of Castle Rock Estates.

The plow trucks each put on approximately 1,600 miles plowing this winter.

Parks/Hall
The roof in the park bathroom is concrete and is deteriorating.  The bathrooms were constructed as a storm shelter.  The town will need to decide if it would be better to remove the concrete roof and frame a regular roof on it or to maintain the concrete roof.  The town would also need to find out if the bathroom is designated anywhere officially as a storm shelter and whether that designation would need to be rescinded if a change to the roof was made.

Board Reports
Skip Barton – Skip will be helping with the installation of the polls for the windsocks.

Keith Korbein – Keith and Ken Jax attended the Wisconsin Town’s Association meeting where they were made aware of upcoming changes to ATV route signage.

Gregg Haunroth – The Juneau County Unit of the Wisconsin Town’s Association have sent to the Town of Germantown copies of their bi-laws that were adopted May 3, 2018.  They will be forwarded to the board for review.

Ray Feldman – There was again discussion at the Sheriff’s Committee meeting about loud boats.  The Sheriff agreed to having deputies give warnings or tickets based on citizen complaints.  The Sheriff’s Department may also borrow a decibel meter from the DNR.

Zoning/Permits
10 permits were issued in April.  8 were for new houses.

Public Comment
Sanitary District Commissioner Brad Pavloski made a clarification on the capacity of Sanitary District 1.

A citizen questioned the need for a new tractor.  She was made aware of why it was needed and the benefit to the town.  The same citizen spoke out against development within the township.

A motion was made by Skip Barton, seconded by Ken Jax, to adjourn at 6:44 p.m.  Motion carried 5-0.
