Present: Chairman Gregg Haunroth, Supervisors Skip Barton, Ken Jax, Keith Korbein, Ray Feldman, Emergency Management Director Fred Cobbs, Zoning Administrator Dick Martin, Clerk/Treasurer Susan Ganther
Absent:  None

Call to Order
The meeting was called to order at the town hall at 5:40 p.m.

Department of Transportation
Design Project Manager, Paul Valenti, provided information on a road project to take place in April and May of 2020.  The project will take place at the corner of Hwy 58 and County Road G (aka Germantown G).  The project will be the extension of the turn lane turning from the northbound lane of Hwy 58 east onto Hwy G.  This intersection has been flagged as having a high rate of accidents with injuries.

Minutes
A motion was made by Ken Jax, seconded by Keith Korbein, to approve the minutes of October’s meetings.  Motion carried 5-0.

Treasurer’s Report
A motion was made by Skip Barton, seconded by Ray Feldman, to accept the Treasurer’s Report as read.  Motion carried 5-0.

Checks/Voucher
A motion was made by Skip Barton, seconded by Ray Feldman, to approve checks 10403-10454 totaling $50,237.80, and EFT’s totaling $4,368.23.  Motion carried 5-0.

Operator’s Licenses
A motion was made by Ken Jax to approve an Operator’s License for Ezekiel Friedrich.  Motion carried 5-0.

A motion was made by Skip Barton, seconded by Keith Korbein, to approve an Operator’s License for Sara Muehlenkamp.  Motion carried 5-0.

Resolution 2017-9
A motion was made by Ken Jax, seconded by Keith Korbein, to approve Resolution 2017-9 Amending the 2017 Budget.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

2018 Budget
A motion was made by Skip Barton, seconded by Keith Korbein, to approve the 2018 Budget.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

Resolution 2017-8 Preliminary Resolution Declaring Intent To Exercise Special Assessment Police Powers Under Wisconsin State Statute 66.0703 For Public Improvements In Buckhorn Acres Subdivision In The Town Of Germantown
A motion was made by Ray Feldman, seconded by Skip Barton, to approve Resolution 2017-8.  A roll call vote was taken:  Barton – Y, Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 5-0.

Emergency Management
In October there were 10 Ambulance calls, 31 Police calls, and 1 Fire call.

A Community CPR class is being planned for 2018.

Director Cobbs inquired of County Supervisor Feldman about whether the County would consider a $.50 charge per campsite rental at the county parks to offset the cost of emergency services provided to the county parks currently at no cost.  Supervisor Feldman will look into this.

A fire inspection of the town hall was conducted and no violations were found.

Assistant Director Leopold stated that sites have been approved for med flight helicopter landing zones.  They include the MVP parking lot on Hwy 80, the land containing the Public Works buildings on 17th Avenue, and an area in Copper Point.

Roads
Scott Construction has completed crack filling on 30th.  This completes all 2017 projects.

Parks/Hall
Chairman Haunroth obtained information on replacing the bridge in the park which is in disrepair.

Board Reports
Haunroth – The state budget included removing the rights of a municipality to condemn land for walking or bike paths which could effect routs that could be considered should the town move forward with such a project.

It was asked of Supervisor Feldman about a countywide path project that is under consideration and whether the Town of Germantown could hook into that system.  Research would need to be done.

Korbein – Attended the Wisconsin Town’s Association Conference in October.  A lot of useful information was obtained and provided to the appropriate employees and supervisors for review.

Zoning
8 permits were issued in October.  5 were for new houses.  The total of new houses for 2017 so far is 41.

Public Comment
Sanitary District #1 will be holding elections in the spring for 2 commissioners.

A motion was made by Keith Korbein, seconded by Ken Jax, to adjourn at 6:44 p.m.  Motion carried 5-0.
