Present: Chairman Gregg Haunroth, Supervisors Skip Barton, Dale Simonson, Jim Collis, Ray Feldman, Zoning Administrator Dick Martin, Administrative Assistant Linda Salzwedel
Absent: Emergency Management Director Fred Cobbs, Clerk/Treasurer Susan Ganther
The meeting was called to order at the Town Hall in the Town of Germantown at 6:00 p.m.
Presentation by Mary and Ann Raabe regarding New Lisbon Library
A presentation was made describing the needs of the New Lisbon Library, in hopes of a donation to help with their expansion expenses.
Fee Schedule Change for Ordinances 4 & 8
A motion was made by Jim Collis, seconded by Skip Barton, to raise the permit fee in the Fee Schedule from $10 to $20 for both Ordinance 4 – Driveway Access, and Ordinance 8 – Camping. Motion carried 5-0.
Change to Ordinance 7 – Snowmobile
A motion was made by Jim Collis, seconded by Ray Feldman, to add the following streets to Section II, a), (3) of the snowmobile ordinance:
– 15th Avenue north from Hwy G to 32nd Street
– 16th Avenue north from County G to 32nd Street
Motion carried 5-0.
Change to Ordinance 9 – Regulating Land Use
A motion was made by Jim Collis, seconded by Skip Barton, to add the following sentence to the end of Section 11, D: “Proof of insurance, security and compliance with this and any other pertinent Town ordinance must be presented prior to the renewal permit being granted.” Motion carried 5-0.
Change to Ordinance 13 – Regulating Traffic
A motion was made by Jim Collis, seconded by Skip Barton, to remove the word “culvert” and add in its place “special and seasonal weight limitations” to section VI, 2. Motion carried 5-0.
Change to Ordinance 31 – State of Emergency.
A motion was made by Ray Feldman, seconded by Jim Collis, to add the following text in bold at the end of the paragraph in 31.6 (6):
In the event that the Town Board Chairperson is absent from the state or is physically unavailable to exercise the authority vested in this ordinance, or has been incapacitated by accident, disease or injury, then the powers contained in this ordinance shall transfer to a person designated by a Resolution, enacted in May of each year, naming a Line of Succession approved by a majority vote of the Town Board. Motion carried 5-0.
Minutes
A motion was made by Ray Feldman, seconded by Jim Collis to approve the minutes from the September meetings as corrected to include the specific location of both meetings to be at the town hall, and to add the Clerk/Treasurer’s name to the end of the September 8 meeting. Motion carried 5-0.
Treasurer’s Report
A motion was made by Skip Barton, seconded by Gregg Haunroth, to accept the Treasurer’s Report. Motion carried 5-0.
Vouchers
A motion was made by Skip Barton, seconded by Gregg Haunroth, to approve vouchers and checks 26006-26029 and 1162 totaling $67,298.03, and EFTs totaling $5,546.42. Motion carried 5-0.
Operator’s License
A motion was made by Dale Simonson, seconded by Skip Barton, to approve an Operator’s License for Vicky Bolz. Motion carried 3-0. 2 abstained.
Emergency Management
Administrative Assistant Linda Salzwedel reported for EM Director Fred Cobbs that there were 6 ambulance calls, 1 fire call, and 129 police calls for the month.
Roads Report
There was conversation concerning the TRIP committee meeting that was just held, and whether it was conducted legally. They will be looking into that.
Castle Rock Estates sinkholes – there are 85 sinkholes. Two are getting patched right away. We have to decide how to handle the rest of them.
Parks / Town Hall / Buildings
The Parks Committee will be meeting on Saturday, October 24th to discuss removing trees, adding new trees, and adding foliage to the town park.
Board member reports
Ray Feldman brought up the large number of accidents near G and 58. The County Safety Committee will be meeting next week and it was suggested that someone from the Town of Germantown attend that meeting.
Gregg Haunroth reported that he and Clerk/Treasurer Susan Ganther went to a Town’s Association seminar that was very informative.
Gregg Haunroth suggested that there be a budget workshop next week. The board settled on 5:30 Tuesday, October 20th at the town hall.
Gregg mentioned he’ll be signing the agreement with WRPCO.
Dale Simonson asked Ray Feldman about the Supreme Court Decision concerning signs. Ray said he remembered something about it in the newsletter. He’ll try to find that again and report back.
Skip Barton asked about the decision to dredge out by the new piers. Gregg Haunroth said that it wasn’t a decision yet – just a discussion. Gregg wants to find out if the sand that would be removed could be re-purposed.
Gregg said the IMPACT fees might be a possible source for the library donation. Jim Collis asked if we even could go forward with a donation, since the library is not actually in the Town of Germantown. They will look into that.
Zoning Administrators Report
Zoning Administrator Dick Martin reported that there were 16 permits, and 8 new homes for September.
Total new homes for the year comes to 37.
