Present:  Chairman Rosetta Boyle, Supervisors Dale Simonson, Greg Haunroth, Jim Collis and Ray Feldman

Also Present:  Emergency Management Director Fred Cobbs, Zoning Administrator Bill Bruce, Clerk/Treasurer Marion Uphoff, Deputy Clerk/Treasurer Susan Ganther

Absent:  None

 

Meeting was called to order in the Town of Germantown at 7:02 p.m.

Proper posting was verified by Rosetta Boyle.

Agenda was approved in any order by Rosetta Boyle.

A motion was made by Jim Collis, seconded by Dale Simonson to approve the August 13, 2013 and September 5th board meeting minutes.  Motion carried.

A motion was made by Jim Collis, seconded by Dale Simonson to approve the Treasurer’s Report and Bank Reconciliation.  Motion carried.

A motion was made by Dale Simonson, seconded by Jim Collis, to accept the proposed contract from Necedah Fire Department.  Motion carried.

A motion was made by Jim Collis, seconded by Ray Feldman, to enact Ordinance #50 calling for the destruction of public records.  Motion carried.

A motion was made by Greg Haunroth, seconded by Jim Collis to accept the Planning Commission’s recommendation to accept the Fourth Addition to Stone Gate Lake. Motion carried.

A motion was made by Dale Simonson, seconded by Greg Haunroth to approve the scheduling of a Special Town Meeting on October 8, 2013, at 5:30 p.m.  Motion carried.

Noise Ordinance:

It has been brought to the Board’s attention that the verbal agreement between tavern owners and the Town regarding outdoor noise after 10:00 p.m. is not being followed.  Greg Haunroth will approach the area tavern owners about following this agreement so the Town will not have to adopt an official Noise Ordinance.  A follow up report will be presented at the October 8, 2013 meeting.

Emergency Management:

Fred Cobbs reported on a Special Town Board Meeting which resulted in the extension of Officer McChesney’s hours through the end of 2013.

Fred Cobbs also reported that the Town is looking at joining the Municipal Court that currently governs Mauston and Necedah.   Tickets can then be written under Municipal Ordinance in place of state law resulting in income being generated. 

Roads:

Gravel will be placed on 18th Street next spring. 

Tree cutting is done to the south of the Town Hall.  After the ground freezes this fall select trees will be cut on 17th Avenue.  It is hoped that cutting those trees will help get sun to the road during the winter and aid with snow removal.

Parks:

Board Member Reports:

15th Street Boat Landing – The estimated cost would be $11,000.  There was a proposed agreement between the Town and Brad Pavloski to jointly complete this project.  The Town would pay $5,500 towards the project.  Mr. Pavloski would provide his equipment and employees to complete the project.  Greg Haunroth will work with Mr. Pavloski to prepare and file the appropriate paperwork. 

Zoning Administrator’s Report/Building Permits:

11 building permits were issued, 7 for new homes.  26 total new homes in 2013.

Vouchers

A motion was made by Jim Collis, seconded by Greg Haunroth, to approve vouchers 16943-16973 totaling $91,449.64 and EFTs 2013-33 through 2013-36 totaling $9,723.90.  Motion carried.

Public Comment:

A member of the public questioned enforcement of a Noise Ordinance for not only music but people.  It was suggested that the Sheriff’s Department be called if it is an issue.
