Present: Chairman Gregg Haunroth, Supervisors Skip Barton, Keith Korbein, Ken Jax, Supervisor

Call to Order
The meeting was called to order at the town hall at 6:00 p.m.
Pledge of Allegiance.
The agenda was approved in any order.
Presentation by MSA with possible approval of the hiring of MSA to develop a park master plan
Raine Gardner, Project Engineer from MSA, presented a Scope of Services to develop a Town of Germantown Park master plan of park usage. Grants may also be available; impact fees can be used. A motion was made by Ken Jax, seconded by Skip Barton, to hire MSA to develop a park master plan. A roll call vote was taken: Barton – Y, Korbein – Y, Jax – Y, Feldman – Y, Haunroth – Y. Motion carried 5-0.
Minutes
A motion was made by Keith Korbein, seconded by Ken Jax, to approve the minutes from August’s meeting. Motion carried 4-0. Supervisor Feldman temporarily excused himself from the meeting.
Treasurer’s Report-Bank Reconciliation/Checks and Vouchers
A motion was made by Skip Barton, seconded by Keith Korbein, to accept the Treasurer’s Report and Bank Reconciliation and to approve Checks and Vouchers #11586-11626 totaling $112,379.72. Motion carried 4-0.
Discussion and possible approval of purchase of a V Box Sander
For a stainless-steel auger sander with no chain, cost would be approximately $17,500 and should last the rest of the life of the truck. It would be ready in May so would be in 2020’s budget. A motion was made by Keith Korbein, seconded by Skip Barton, to approve the purchase of a V Box Sander. A roll call vote was taken: Barton – Y, Korbein – Y, Jax – Y, Haunroth – Y. Motion carried 4-0.
Discussion and possible approval of Ordinance 59 Adoption of Building Code
This is required by State law. Attorney Curran noted recommended additions are in bold, with deletions lined through. This would revoke our current Ordinance 44. Ray Feldman made a motion, seconded by Skip Barton, to approve Ordinance 59 Adoption of Wisconsin Building Code. A roll call vote was taken: Barton – Y, Korbein – Y, Jax – Y, Feldman – Y, Haunroth – Y. Motion carried 5-0.
Operator’s Licenses
A background check made on Jennine Lonson passed. A motion was made by Keith Korbein, seconded by Skip Barton, to approve an Operator’s license for Jennine Lonson for Pine Cove. Motion carried 5-0.
Committee Reports:
Public Safety
Mauston Area Ambulance will next meeting September 23 at 6pm to work on their budget.
Call volume picked up during the summer; 60-70% of their overall clients are Medicaid patients.
Roads
Blacktopping of 37th Street started today. Shoulder work will start soon.
Trophy Drive is seal coated. Castle Rock Estates is crack-filled.
A beaver dam on the swamp road was found with a drone and kayak and will be addressed after it gets cold as it is holding water back from flowing.
They are working on fining the person who dumped a/c unit on swamp road. Signage and cameras are needed.
Parks/Town Hall/Buildings
The presentation to develop a park master plan was earlier in the meeting.
Gutters are overflowing and need cleaning on the community center/town hall.
Board Reports
Skip Barton
-Wind socks are up.
Gregg Haunroth
-A Sanitary District meeting agenda item for September 12 will be to discuss septic
systems by water that contribute to algae in Castle Rock Lake.
-The deputy officer assigned to Germantown during busy summer is not able to provide
Service in Germantown as he is called away for use elsewhere in the county.
-Three candidates have applied for the officer’s position.
-Quotes to be coming for computer service on the computer system and backup.
-Historical society is being contacted for a digital copy of Germantown’s history.
-He will be attending the WI Town’s Association Convention in October.
Keith Korbein
-He and Ken Jax will attend the upcoming WI Towns Association meeting September 20.
-There is increased illegal ATV/UTV traffic on County Road G from Godfrey Drive to the
BP Station on HWY 58. Castle Rock ATV Club can Petition to get that section of G legally opened for that use.
Zoning
Six permits were issued in April; none were for new homes.
Public Comment
One resident voiced questions and concerns:
Was it customary for a presenter to present just to the Board.
Will MSA would be writing the grants re: the park master plan.
Are the ordinances online.
Is the Germantown officer a deputy of the county.

A motion was made by Skip Barton, seconded by Keith Korbein, to adjourn at 7:19 p.m. Motion carried 5-0.
