Regular Meeting Minutes

September 12, 2023

 

Present:               Chairman Gregg Haunroth, Supervisors Keith Korbein, Ken Jax, Ray Feldman, Zoning Administrator Dick Martin, Emergency Management Director Christopher Leopold, Clerk/Treasurer Susan Ganther, Deputy Clerk/Treasurer Michaele Korbein

Absent:                 None

 

 

Call to Order 

The meeting was called to order at 6:00 p.m. at the town hall.

 

Verification of Proper Posting 

The agenda was posted at the three regular posting places and online.

 

Minutes 

A motion was made by Kieth Korbein, seconded by Ken Jax, to approve the minutes from August’s meetings.  Motion carried 4-0.

 

Checks 

A motion was made to approve checks and eft’s as follows:

Bid Opening 

Two bids were submitted for replacement of the roof of the town hall. 

                                Kickapoo Roofing             $35,000-$49,000 (Quoted both shingles and metal)

                                Custofoam                          $145,000

 Official acceptance of the bid could happen at a future meeting.

 

Resolution 2023-6 Amending the 2023 Budget 

A motion was made by Ken Jax, seconded by Ray Feldman, to approve Resolution 2023-6.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 4-0.

 

Ordinance 2 Regulating the Sale of Intoxicating Liquors

The changes presented were to align with state statute.

A motion was made by Ken Jax, seconded by Keith Korbein, to approve changes to Ordinance 2 as presented.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 4-0.

Ordinance 22 – Zoning

The changes presented included removing repetitive verbiage and changes to regulations for park models in the camping section, updating the definitions of Camping and of Structure, updating the required number of copies for an application, and on publishing/posting requirements.

A motion was made by Keith Korbein, seconded by Ken Jax, to approve changes to Ordinance 22 as presented.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 4-0.

 

Fee Schedule

A motion was made by Ken Jax, seconded by Keith Korbein, to approve the removal of jail time as a penalty of ordinance violations.  A roll call vote was taken:  Korbein – Y, Haunroth – Y,

Jax – Y, Feldman – Y.  Motion carried 4-0.

 

Treasurer’s Report

The report was read and placed on file for audit.

 

ARPA Funds

Bids are being collected for various projects in the town hall, work on old park bathrooms, and a boiler for the public works building.

 

Operator’s Licenses

None

 

Emergency Management

People should continue to be conscientious about the dry conditions moving into fall.

Christopher will be meeting with Amy from the DNR about a Community Wildfire Grant.

A new windsock will be coming for the landing zone in Copper Point.

Mauston Ambulance is working on contracts for municipalities joining MAAA.  Hiring for the additional positions because of the expansion is going well.

 

Roads

Crack filling will happen at the end of September or early October.

Room is being made in the brush dump as grinding continues.

 

Zoning

11  permits were issued in August.  9 were for new homes.  49 new home permits have been issued this year to date.

 

Parks

The town has applied for a $30,000 grant from Juneau County that would be used to construct a playground and gardens in the park in the spring of 2024.  The $30,000 would fund the project 100%.  The awarding of the grant will be done at the September 20th County board meeting.

If the grant is received the town will form a park committee.  The town will contact those who have previously expressed interest in being on a committee and use Facebook and the website to ask for others who may be interested to contact the town hall.

 

Board Reports

Korbein – None

 

Haunroth – Citations have been issued to a property for camping.  Because this has turned into a squatting situation the Sheriff’s Department is also involved.

 

The Sheriff’s Department has asked the Town to partner with them for a camera that would be used to read license plates.  The license plates read would flag if there are owners with warrants etc.  The participation will be discussed in conjunction with the budget.

 

Jax – Ken has been watching webinars presented by the Town’s Association.  He recommends that the other board members view them.  They are full of good information.

 

Feldman – Ray confirmed that the grant approval will be a part of the County Board meeting.

 

As a group the board set a budget workshop meeting date for September 22, 2023, at 11:00 a.m.

 

Public Comment

A question was raised on whether the rates for commercial brush dump passes will be raised in 2024.  It will be a part of the budget discussion.

 

Closed Session

A motion was made by Ray Feldman, seconded by Ken Jax, to go into closed session.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 4-0.

 

Open Session

A motion was made by Keith Korbein, seconded by Ken Jax to go into open session.  A roll call vote was taken:  Korbein – Y, Haunroth – Y, Jax – Y, Feldman – Y.  Motion carried 4-0.

It was decided in closed session that the position of Zoning Administrator would be paid hourly, not daily.  This is effective immediately at a rate of $29.57/hour.

 

Adjourn

A motion was made by Kein Jax, seconded by Keith Korbein, to adjourn at 7:14 p.m.  Motion carried 4-0.
